Raising the Arbitrator (IR Dev Thread)

The Lieutenant Commander was absolutely right in his estimates when he started rattling off the production costs and the estimated added values for the enhanced armaments, especially regarding the rather tantamount proton beam cannon. Honestly Alva had everything planned out regarding the data and the trap for the rebels she wanted to attempt trying, but of course first she would truly want someone as a cover agent for a short time. The problem was she had no idea who to trust. It needed to be someone extremely loyal to her, and they would have to be a Crinan who wasn't well known since the recent rebellion could give them a reason to 'reach out' and seek rebel support. The Imperials could agree with that reasoning, and then Alva would know she would be kept in the loop. Perhaps Alana from House Alina, she was a delightful girl. . .. . .

Concerning the current topic of cost again though. "We can manage several ships of this class though it may slow down production of others. Not that that is a bad thing at the moment, as we have more resources than manpower with our few holdings. Once Kalee is restored we could really incite people with land grants for Imperial Service, though I insist we likely use an intensive indoctrination program on them to make them loyal. Crina and Rodica's own metal resources, not to mention those of the other planets we can exploit too, as well as Valc VII and Kalee's if we can gather any from there, could be enough for the construction, we only need pay for the mining labor rather than for the importation of the final product. Since the Andreea yards are a state institution it has no extra costs outside the workers labor again. Crina's treasury should only be considered for the payment of anything within the Crina system, but since again we won't import much that isn't a large concern. Our biggest issue is actually the time then rather than the materials. Unlike the old empire, you're not dealing with third party companies and hundreds of worlds you have to appease at the moment."

I mulled over Alva’s musings on the financial solutions. At the Empresses’ insistence, the Emperor had funneled a large fortune into acquiring the terraform processor currently being used on Kalee. The drive for cleansing the planet of the past and forging it anew was practically a decree made by her Majesty Fista Fel, especially considering her history of that world… Only recently had things finally begun to get into full swing there in terms of making a newly remade planet and the costs were going to be tremendous.

The Land Grants are an intriguing idea, however those are returns in the future that are minute in interest. It would require a formal act by the Emperor to approach the King for financial backing from the Crinan treasury, and besides I think we would all prefer to see your country’s wealth be spent on its rejuvenation and self-improvement. Especially considering the growth of your own military forces and weaponry as being a priority, no I wouldn't dream of requesting funds from the Crinan Monarchy at this state. This is purely an Imperial project, thus should be funded as such lest we become a burden on our citizenry. As you said Admiral it is Main Line Ship of a limited production scale,"

I paused for a second to gather my thoughts again before pursuing a methodical approach to the discussion

"Perhaps then we should consider the financial nature of this project to be of only one model and ship. The Class shall remain as labeled the Arbitrator but If we are unsatisfied with the resulting model then we can come back to the drawing board at a later date and redesign the keel with our own first hand research and combat data to support the further production of this type of vessel class at a later date. I’m certain this will help mitigate our expenditures in the long term and allow us to work freely with a satisfactory budget to meet the criteria we finalize here in this meeting to produce at minimum one of these vessels.”

I took another sip of tea and leaned over to the ensign “Be sure to jot down the Princesses recommendations for Kalee, such incentives might help shape the method of receiving immigrants and refugees. Oh and be sure to write down the indoctrination program as well!” I could feel a glare stabbing into the side of my head that would have made the proton beam we were discussing look like a blaster pistol.

What do you think I’m doing ya…” she swore and grumbled under her breathe and continued to jot down notes on the data pad with a stylus.

Ikki moved about the ship, more so because she had a message now from the third princess and was preparing to find her master. The second princess of Crina had contacted them and Ikki was moving as the tiny maid followed the directions in her head going towards Alva with a small faint blue glow behind her eyes. She might not be able to jump ten feet in the air but she never got lost and could find anyone she wanted to it seemed with a small connection. She stopped sliding her hands down the length of her outfit and bowed her head taking in the sight of it all in a small reflection to display her head piece, her top that was fashioned from silk and krayt dragon hide, her thick boots and skirt. The short stature and her black carbonite tipped gloves remained very obscure on her body. She used the maid stone powers of stealth and skill to avoid things while she spoke low. "Princes, there is a message from your sister."

Waiting for the Admiral to comment on her response, Alva lent her ear to what the Lieutenant Commander had to add to it as well, though several of his points did put a little bit of a damper on things. At the same time though, Mr. Flavian did have some very valid points that did mean they had to wait while those in the highest authority had their own conversations. Exploiting Kalee and Rodica for their natural resources was likely easy, but they would take time, though if Crina's second princess recalled there was already ample work being done on Lenuta to gather the planet's untapped materials they could use to support the Remnant and Crina itself. By this time the matters were beginning to drag on and leaving her rather weary. She wanted nothing more than to move ahead quickly, but delegations such as these were necessary she knew.

All the same she wasn't that against taking a break as her servant appeared and informed her she had a call it seemed. Eyeing the maid impassively, Alva presented a smile to the others gathered as she stood and apologized. "I'm sorry Admiral. I will need just a moment to see what the matter is. . . .Ikki." Motioning to her servant, Alva would head to the door to step outside so she could receive the message. Whether Ikki was going to give it to her or tell her she needed to contact Utena personally she wasn't sure. It had been a while since she took a break from working though. Ikki had been very dutiful taking care of her little sister too, she ought to reward that dedication, maybe she would surprise her maid later that night.

The meeting was shortly concluded after a further discussion into the armaments specifications and the needed particulars.
Project Arbitrator as it soon was called became a low priority over the coming months. The needed resources and materials along with the already extensive operation of terraforming Kalee.

Priorities however shift.
Changes had occurred behind the scenes. Admiral Deschart had retired following the events at Kad V. His daughter also had gone on extensive leave and perhaps may have requested to be administratively discharged from the services.

The production and development of the Imperial Star Destroyer III series heralded a new age of Imperial Military might. The Proton beam's capabilities had been demonstrated and proven once again to be a corner stone of capital ship superiority.

Project Arbitrator once again came up under review from the backlog of priorities.

In a second round of conferencing the now Commodore Flavian along with Commodore Parra and the Imperial Emperor had discussed at length the required resources necessary. The idea of using an already tried and true keel came again to light just as the the discussion over the ISD III had arrived too.

The Emperor reviewed the capabilities of the Allegiance Class Star destroyer and found it to be a suitable keel.

It was determined that the three axial gun batteries would instead be replaced with three axial proton beam cannons. The power consumption required to fire each one of these cannons simultaneously was immense. Testing would be done based on the technical data from the ISD IIIs on the required reactor capacity. It was determined that improvements to the regulation of the power capacitors would be needed in order to achieve a simultaneous barrage. A Standard Operating Procedure was put in place that all other weaponry would cease fire to conserve energy and prevent the capacitors from overloading.

While in this state of firing the Arbitrator would require support from additional capital ships while firing its proton beam cannons.
Although a simultaneous barrage is the optimal setting for decimating an enemy vessel or glassing the face of a continent the Imperial scientists and Crinan scientists came to realize that firing each axial cannon one at a time would allow the vessel. This realization pushed Project Arbitrator to the top of the military's priorities.

Following the original concept design of a Line Breaker style ship the Arbitrator weapons platform as an axial design would allow a near 230 degree fire arc sweeping across the mid proximal axial sections of port to starboard.

The Emperor, so pleased with this design dubbed it the Arbitrator Class Star Destroyer.

The needed challenge now lay on managing the power out put. The Allegiance Class Star Destroyer for which the keel is based on was a prominent war vessel entirely designed with solely capital ship weaponry. Crina Royal Industries would be looked to again to perhaps determine what could be done. Captain [member="Alva Calvarona"] and Crina's Second Princess would be contacted again to perhaps aid in additional ideas and support in the form of reports.
