Of all the Jedi who came to The Primeval, he was the first to be so content yet so far away from realizing himself. It was spoiled, unspent power and he couldn't even realize it; not yet anyway. That was what made their nation unique, it wasn't like The Republic or Sith. They had no political ambitions, their conquests weren't justified by some greater meaning than what they needed those worlds for.
Everything was rather transparent but at the same time no one knew anything about them. So to have someone like him, it made things easier for them... Someone who could be moulded into anything they needed him to be.
