"We could restrict it to ourselves right now, at least until we have cleaned house and stability has been acquired again." A shrug, and a ponder. "Perhaps Dissero would be a good addition when the time comes, pulled his weight, did a lot of good."

"Dissero. He has the aptitude, the connections, the power, the respect -- but more importantly, the judgment and the discretion for the job.

"Not to table this discussion, but there's another concern that's been weighing on my mind -- the Jedi. I attended the Sigma Station convocation, and I essentially told them that the Fringe would handle its own territory without jurisdiction for other Jedi. That said, Xextos is running a Light Side temple on Sabarene, and Sivas is involved. If the Jedi attempt to use Sabarene to get jurisdiction or increased presence here, I think we need to have a decision ready to go. My current opinion is that I have no problem with giving Xextos the leeway he's earned, so long as any Jedi visiting Sabarene use the long-way-around route that Apparine and the Republic used to destroy the Graug. And so long as they don't bring anything larger than a personal ship. No non-Fringe Jedi travelling through Fringe space, or exercising jurisdiction in our territory. Does this sound reasonable to you?"

"Dissero, agreed," that was easy enough, "as for the rest? I have no qualms with the concept and existence of Jedi," not a widely held way of thinking by those calling themselves 'Sith' but he was not one to openly advertise himself as such, "but jurisdiction in our space... no. I am for this. It is reasonable."

‘Seems reasonable.’ the Sith Lord suppressed another sigh. It had been a long while since they had all joined together and simply… talked. Decisions, a lot of them, had piled up and each and every one of them needed an answer. He echoed those sentiments. ‘We haven’t convened in a while, there are other things we should discuss. Expansion, for one - definitely with Cater stepping down, the Iron Protector leaving and their current administration up in the air. The Sith are breaking the Republic too.’

"Sarge Potteiger is interim Lord Protector. I've had the chance to observe his, ah, transformation fairly closely, both in person and through Merrill's report on Operation Centurion. Frankly, Potteiger is a Sith in denial. He'd fit in well with how we do business if he wasn't on the other side and thoroughly entrenched in his hatred for Sith. Effectively, he's Mikhail Shorn without a sense of humor. He's sensible enough to bide his time and fanatical enough to represent a serious challenge. Cater was amenable to reason; Potteiger is not. The more closely we ally ourselves with the One Sith, the more future problems we'll make for ourselves, and I have yet to hear anything serious on the subject of the One Sith taking revenge for the Coruscant assault. We have a self-centered ally and a neighbour every bit as belligerent as we are. I'll fight any campaign you require, that's my job, but I suspect Cater feels much like I do: that there's more to be gained and less to be lost by a broader, less lethal campaign in the Outer Rim than there is from body blows in the Colonies."

"Our capital has always been vulnerable; we simply don't have the control over systems like Halm, Riflor and Varunda that would let us make a solid wall around Annaj. But the Protectorate has never taken advantage of that. Nor have they taken a shot at Phu or any other point in our path to the Core, not since we rapped their knuckles at Kayri. I believe at least part of that is a lack of institutional will, but it's also because they know we'd take a swing at Thyferra, Fondor, even Corellia if circumstances were right. Anything we hit in their Colonies territory will hurt them. There are no targets we can hit inward of the Rim that won't provoke a major response, and I believe they believe the same. A guaranteed disproportional response means that whoever strikes first, any gains on either side will likely be offset by disproportionate losses.

"Instead, I look to the Rim. The Ison Corridor, Kro Var, Gehenna -- there are some heavily defended worlds, like Eriadu and Bespin, but the Protectorate can't afford to commit first-rate defense forces to its periphery without weakening its core constituency. It's the same problem we have with, say, Yalara, Seoul and Javin. Protectorate defense arrangements are designed to harden specific worlds, because warfare in this day and age has focused on planets. I believe a broader campaign, targeting multiple systems and regions of interstellar space, but largely avoiding the invasion of planets, will minimize the risk of incurring a disproportionate response and allow us to render temporarily obsolete the massive fortune the Protectorate has put into planetary defenses. A campaign like this would reduce Protectorate core-fear, making them less likely to stage a major invasion offensive in response.

"Essentially, I believe that if you give me a hundred ships and carte blanche for the Outer Rim, I can win a war of attrition that Cater will be eager to fight. Consequences for our side would likely include some degree of disruption of supply lines between Valhalla and Thakwaa, Seoul and Lipsec. It's also possible the Protectorate would attempt to establish an operational base near Mephout or Ryoone. They may even attempt action against our shipyards at Rakata Beta. All of the above strike me as reasonable risk for a campaign that could theoretically destabilize trade from Belsavis to Zonju Five."

‘I have learned years ago that you have a far better grasp on these kind of things, I defer to you in these matters. If you feel this is our best course of action, then you have my vote.’ Ovmar finally replied after listening to that long-winded elaboration. He looked at Adair, waiting to see what he would think.

He looked from her to him.

"Anything else?"

"Back to the Council restocking issue. Apart from Dissero, I could see us including, at maximum, one more; do any names come to mind?"

"Don't have anyone that pops up right now. Could always keep it on reserve, four is plenty." Ovmar shrugged. "Except if you have someone in mind."

"I won't be joining the High Council. Arbiter and Grand Admiral are enough for me. But I want a seat for my wife. Sivas may have edged her out in the popularity contest for a few rounds now, but it's past due that we brought Spencer back. She founded the Fringe, she's bled for it, put it before her own welfare, and she's smarter than the lot of them."

"Consider it done," he said, satisfied with the suggested names. The potential the implementation of these decisions held was very promising; he looked forward to what may come, for it could only be better than what came before. A soft hmm, and he looked to Ovmar, "now unless there are any further pressing issues..."

A ghostly grin crossed his face.

"...there is work to do."
