For many in the Outer Rim, autonomy is their greatest wish. Freedom from war, intrusive governments, and the meddling and exploitation practiced by the Core and Inner Rim worlds for centuries. Such desires pushed the founders of these worlds and their descendants to migrate to the farthest edges of the galaxy on unsettled worlds, eschewing the comforts and luxuries of more advanced worlds to live their own lives on their terms.

The Rimward Trade League respects its member worlds' full sovereignty and autonomy and does not interfere with the local governments. Instead, a council is elected with representatives from every world to discuss and negotiate the interplanetary arrangements of the League. This council is responsible for appointing the heads of the League bodies, arranging treaties, and making large, strategic decisions from allies, declarations of war, and appointing a Commodore-General to lead any armada assembled in times of war from the various Planetary Defense Fleets and a Captain-General to lead any combined ground forces composed of assembled ground forces of the various Planetary Defense Forces.

The government itself is founded on the Rimward Trade League Charter, which was drafted and signed by the initial founding worlds, and any future member worlds can sign on to it in agreeance. Included in the charter are anti-slavery laws, anti-piracy agreements, mutual military aid agreements and how they are to be organized, common tax rates for goods, strategic goals, and a shared commitment to countering interference and colonization from galactic superpowers, Core-world governments, corporate exploitation, as well as recognizing and authorizing the Rimward Ranger Corps to have law enforcement jurisdiction across planetary borders when it comes to violating League laws, fleeing jurisdictional boundaries, and organized criminal organizations. Standard sentient rights are affirmed, recognized, and enforced in the Charter, and a commitment to the voice and representation of the people. Despite being a Trade League, merchants and trade corporations have no privileged positions within the League.

Rimward Trade League Charter Provisions
Right to life and personal integrity.
Prohibition of slavery, torture, and eugenics.
Freedoms of the press, religion, marriage, expression, assembly, education, work, property, and asylum
Equality before the law, prohibition of discrimination based on species, culture, language, religion, age, disability, gender expression and identity, and orientation.
Recognition of sentient droids as free and independent citizens.
Recognition of local government sovereignty and autonomy.
Rights to vote, protest, and hold recall elections.
Right to fair trials, effective remedy, and the presumption of innocence.
Rights to housing, healthcare, social assistance.
Environmental and consumer protection.
Free trade between member systems.
Workers' rights for fair wages, collective bargaining and representation, safe working conditions, and protection against unjustified dismissal.
The legality of spice and other intoxicating substances when used by consenting adults.
Contribution of military forces to the League Joint Strategic Command.

League Government Bodies
League CouncilOne representative per member state, elected for eight-year terms in a direct election, to represent their host world or system.
Admiralty & Interstellar CourtsThe administrative and regulatory body establishes interstellar laws and regulations for safety, salvage, insurance, rights of way, contracts, torts, damages, and privateering. Oversees the Rimward Ranger Corps and sets safety standards for the Rimward Merchant-Spacers.
Economic Development Advisory BoardThe advisory board to the League Council focuses on improving economic growth and development in member systems and where local governments request their assistance. Works closely with the Outer Rim Development Corps and Merchant-Spacers.
Security Advisory BoardThe advisory board attached to the League Council focuses on improving security for the League and allied systems. Includes both strategic and technological elements. They oversee the primary management and administration of the Joint Strategic Command.
