I'm a little concerned and equally confused as to why there will be allowed two Senators per planet? I can understand how this would help in the case of one writer being away or busy and allowing the other to step up, but during times where both are active (I can't see this being a big thing, or really even happening much at all, but simply wanted to address a potential problem when I see it) this could become rather confusing, especially if they don't both agree to or hold the same opinion regarding certain issues.
I presume it's a way to create more activity for Senators, both OOC and IC, and to nudge people into actual political roles, such as debates for the future of a planet. A bit wonky, I agree, and I'd prefer one senator per planet as to make elections all the more important, but I can kinda understand the thought process behind this.

Honestly it's for fairness and balance OOC'ly. Thing is, if it doesn't work out, we can go back to one senator per world. It's a pretty flexible system that can be corrected when needed.
I honestly doubt it will become a problem, well mostly we have never really had anyone try for a planet already taken. I want to see it happen though could be interesting to see what route they go. Polite Amidala style or Game of Thrones style
I have a question. Once my world becomes approved (if a judge ever meanders to it ), are there are any laws for building embassies? I'm going to be fairly out of reach with the Republic, but there is an idea Fatty will be in support of not merely out of his greedy nature, but not being a citizen of the Republic he has to take a back seat (obviously).
Is there an observer role status? Could I for instance observe the proceedings of a Senate Debate and interject commentary even if I can't actually be a Senator? I think it would be cool for ambassadors to be floating around in that senate chamber

Embassies and such are fine as are ambassadors with the Senate, but they would fall under the same rules as the non-Senator PCs, which are pretty much you're not supposed to speak unless asked or prompted. Otherwise, you just follow the same rules as anyone else. That said, I should probably come up with more substantial rules on embassies. Maybe.
