So i was thinking, what if the map got filled and a new major faction wanted to emerge?

Actually faction growth has been rather stale. With so many invasions going on, no one has time, patience, or energy to really dive into dominions. At least not the biggest factions. Great time to be a little guy.
It's true - the bigger a major faction gets on the map, the more that faction focuses on just holding what territory it has rather than going for new territory. Since we have so many major factions nowadays, they are more likely to invade eachother than they are to ignore eachother, especially when considering the differences in philosophy and beliefs what with some being Sith, some Jedi, and what else have you.

While the big teams beat each other up, we small ones are having a field day.

A possible answer is civil war

The new faction would have to choose to be in territory, that it could ic wise justifiable. Then do a civil war campaign, when the cookies settle. If they win the campaign, they become a major faction. If not back to drawing board.

Another one is just throw rocks at the bigger faction admin, till they give you some planets.
