Normally, no. All content is member-driven. During staff-headed events, the event staff will normally provide the opposition and plot direction. At almost all other times, it's members writing content with other members, either one-on-one or in groups.
This isn't to say that RPs run by a DM aren't allowed. Just that they're not common or standard by any stretch of the imagination. You can absolutely ask around.
