That's something the chip can't do, it can not increase cognitive functions and intelligence in the brain. The chip would allow the Akk dog to say become more aggressive once a certain word is said, or allow a system of commands that normally a dog would take months to learn. While the chip can make the dog have set commands it can't increase its intelligence
