Starship length dev threads

Dev threads for starships over 1000m - it was a Qae idea, he's the one who pushed it through, and I'm pretty positive he meant it to disadvantage new major factions, and that's the function it serves now. Our existing rule - faction dev thread for the ability to make ships over 1000m - worked fine on its own. So, in order to have any kind of competitive naval capacity, you either get people making pointless threads or stretching to count stuff that shouldn't count. I'm of the opinion that this rule (dev threads for each starship over 1km) hasn't stood the test of time, and should be stricken. Thoughts?

While I am inclined to agree, I don't want to remove the rule and then have someone or a faction spam two Star Destroyers and nothing else. I don't have a suggestion at this time that would be able to act as that kind of restraining valve without being as restrictive as the current rule.

My thought is that submission spam happens regardless, and what we need to do is open this up (it causes more problems than it solves) and institute stronger spam controls of one form or another. 'You may have no more than three submissions in any one factory forum at a time,' maybe.
 
I'll always want a dev thread for a command ship, those should represent a large investment by the faction. As for the others.... maybe a limit on the number of each class you can produce at once? Yeah the Empire had a lot of star destroyers in the movies, but they only had three basic models. I dunno, didn't get much sleep and I'm a little drunk, just a 'pre-idea' not really thought out.

I can see dev threads for minor production stuff... And we do have the one dev thread necessary for new major factions to make 1,000+ meter ships...

I could vote for this to rule to go away. Yeah.

I'm on the fence. I can see why its there and I can see why to make it go away. Maybe keep the aspect that expensive or exotic stuff needs a Dev thread. Otherwise it sounds okay.

I do agree a limit on subs in the Factory should be implemented. 3 subs at any one time per writer would do well. If you do it per character they'll spam with alts.

I don't necessarily agree with the alts, Popo. Keep in mind that most items cannot simply be shared between characters, if character X creates a sword; character Y can't just use it. Even if the writer is the same.

But yeah, you have my vote.

Its not that, its volume. One writer could sub three ships with three characters each and now we're flooded with 9 submissions from the same writer. Hence why I say per writer to cut back on flooding.

So, consensus I'm seeing:
Dev threads no longer required for ships over 1000m.
Dev threads now required for command ships and special unique/minor production ships over 1000m.

I could get behind that for sure.

Also something about spamming the factory, Waid's had how many ships come through in the last week? Somewhere around ten; mini-Savin isn't far behind him either.

To clarify;

The general consensus reached here is that:

There is no longer a requirement for development threads on ships over 1,000m unless it is either a command ship or a unique/minor production ship of some special significance

And:

There is a cap of three active or pending submissions permitted per section of the Factory per Writer

Two questions about the latter: is this per character or per writer? And is this something that every non-new Judge has agreed upon? Nevermind, got the answer.

Okay, I'm going to go ahead and approve of the first point, regarding development threads. If @[member='Ayden Cater'] can make the relevant changes in terms of documentation that would be great, I will post up the announcement once I have a firm response on the submission cap (not that I foresee any resistance to this from Factory Judges/Staff, and I'm all for it myself)
