I'd say three subs per writer per forum. I'd also say that anyone found going around that on purpose with different writer accounts (not that its a problem, but I know I still need to merge mine together) would earn a temporary factory ban. That's just my opinion though.

Warnings first, we don't want to be too quick to ban people.

Just don't look over anything that is over the 3 per section limit. Archive it if you want to make a point of it and have them resub it when they have a slot open, etc. No need to factory ban unless they frequently do so.
I'll post up an announcement later and add it into the rules. Do not make this retroactive, if someone has more than 3 at present don't reprimand them.
