Thought I'd clear this up! 
The Spymaster has his own agenda.
The Bothan Government pays for much of Spynet.
The Techno Union pays for much of Spynet.
Spynet Agents are expected to do some operations, as requested by the Spymaster, to further these agendas. The agency is a disparate group of cells and operations and information is only fed back into Spynet's databases at key points in the network.
Free Agents are not part of the agency itself. They may if they wish to, respond to requests from the spymaster, but are not held to this.
I'm going to say this both OOC and IC for clarity: Information trades between third parties and Free Agents are considered private. The Spynet facilitates these to expand its network of contacts, but it is not stealing this information. If the Republic asks for intelligence to be stolen from a Bothan company, this intelligence will not be blocked/read by the Spynet agency itself. (But expect a request to track you down shortly after...)

OOC I want to help facilitate putting espionage characters in touch with those who need them, so Raziel's own agenda takes a back seat to this!
