By now the First Order's delegation had gotten use to the routine of welcoming foreign dignitaries to Avalonia and more importantly to Ambassador Hall. The motorcades, and the security details were now run like a well oiled machine. Accomodations had been made for the Hutt that would accompany the Eternal Empire's delegation. Once more the stream of black vehicles would run through the city from Armitage Intergalactic Starport to Governance Row. Still, the people of Avalonia carried on their own business, if they had thoughts regarding the Eternal Empire they didn't express them.
However; the motorcade was given a wide berth regardless.
Winter had set in across Dosuun, and more so in Avalonia a northern city that sat with the country side to its back and the Fortuna River cutting across the front. Sharp winds carried the cold swiftly on its touch, Stormtroopers wore insulating layers to keep their bodies protected against its rather vicious streak. The dignitaries and their security details would be greeted warmly on the steps of Governance Row and they would be led into the conference room. There they would find four members representing the First Order.
Moffs Westaway, Vudrin and Yvarro along with their guest, Malikai Graush.
Moff Yvarro would introduce her delegation and apologize that the Supreme Leader would not be able to make it, and that instead she would take charge of the meeting on behalf of Her Majesty's Government. Something, she was sure, sat about as well as a rock in the pond with Moff Westaway. Their demeanor and diplomatic roles kept the expressions of the First Order's delegation; enigmatic at best.
Once the exchange of pleasantries had been set and the two delegations took their seats, it would be time to begin the summit.

 





Alli Vern was intrigued by being here, This was her first trip in a official capacity on behalf of the Eternal Empire. Perhaps they could get some commercial deals going. The city was lovely for something covered in the air of winter. This is why she liked space, and tropical planets.. didn't have to worry about the cold. She gave her smiles and waves and greetings as needed to get to the final destination. The drive had been uneventful, which was good. She had a few assistants with her but had tried to keep the number down, she knew that when you were in situations like this there was usually an attempt at limiting who could be there. So she only had her best HRD 'assistants' with her. She hoped that this was an enjoyable trip. Hopefully the First Order had rolled out the red carpet. "Greetings, I am Alli Vern with the Zweihander Union, a part of the Eternal Empire, I am glad to be here today. I hope these conversations are useful and fruitful to us all. " She would take a seat once the pleasantries were over.

Broka new this diplomatic mission would go smoother than with the New Imperial Order. Not much political intrigue he had no care for was bound to happen, and this was a perfect time to put Black Sun's proverbial foot in the door of the First Order. It is clear that they have some relative prosperity, and this is a near pristine market for him to exploit via his contacts. If not through Black Sun, than through is new government back home on Nar-Shaddaa. The winter looked nice, though he would prefer the hotter climate of Nal-Hutta over this. His blubberous body certainly helped insulate heat inside him and protected his innards from the cold. He had a custom seat for him in this motorcade. Now, that was service! These First Order people new how to make one feel comfortable. As the relatively uneventful drive went on, Broka simply sat back, and basked in the admiration (forced or willing did not matter to him) from the crowd along the street. This is what the Hutts should receive from all other neighbors. A glorious celebration of gracing these others with his presence. Broka got out once they got to the meeting hall. Broka was proud of himself for being as fat as possible for still being able to move independently. Showing both status among his species, but strength as well. As he lurched his corpulent self up the stairs with relative ease (from the appearance of it) He got himself seated at another custom fit chair for one of his kind in the hall. He only took four servants with him this time, just to not make too much of scene in the hall. Now was not the time for absolute opulence. However, as he got seated, he snapped a stubby finger and a servant brought over a bowl of his eels. Broka salivated, plunged his fat arm into the liquid filled bowl, grabbed a squirming eel, and slurped it down alive into his gaping mouth. Broka did not make an address until the hosts spoke. In the meantime, he continued eating the eels, and waited in comfort before it would be his turn to speak.

Lately, this is not the first time she has been to this place, first for the coronation ceremony, now for negotiations. The last time she was here, they joked with her fiancé about how many would go to war after the coronation. Then she would not have thought that the entire galaxy would be set on fire and the Eternal Empire would also go to war to defend the Sith Empire. And so it became. Now it was winter on this planet, too, with pleasantly cold, frosty air. Just as the red-haired woman loved it. Unlike heat, she preferred this, the cold.

The last time she was here, she was still a regent, and since then the Emperor has died, and she actually had to rule the Eternal Empire. For this meeting, she thought it best to bring the leaders of ZU and Black Sun with them, as they were still important in the Eternal Empire and in making the Empire work. Silently, thinking wordlessly, she travelled through the city until they arrived where the First Order was waiting for them, to the building.

As always, she wore a military coat without decorations and insignia, with an armband on it, with the symbol of the Eternal Empire on it. So she might have looked more like a low-ranking person than an empress. However, her holding, and her radiance, her presence was very much monarchical or royal and military. No matter how reluctant she was to wear rank insignia, or to let others know what her rank was, it showed on her, on her radiance and posture, on her behaviour.

Four were waiting for them, all four of whom knew from the files, although the young man had the least information, but the others were well-known persons. The red-haired woman greeted them with a nod, then after Alli spoke, she spoke as well.

”Welcome! Thank you for resolving this meeting between our states. I think because we are neighbours we have a lot to talk about.”

It had been a whirlwind of activity in the last few months, with the resurgence of the First Order, the Royal coronation, and the overtures of foreign powers to Her Majesty's newly formed government. Time and again, the leaders and major players on the galactic scene had sent their missives to the office of foreign affairs. Words of friendship and communication had so often proved to be nothing more than illusion; the false overtures shown to be little more than futile shows of posturing, pomp, and circumstance.

Vidia had been to each of the summits so far, but had taken the tasks of administration upon herself. It left hose best suited to communication able to do their work with no need to stress over the finer, trifling details that were ever-present at such functions. Stepping to the side of the conference space that had been designated for the meeting with the Eternal Empire's representatives, Vidia accepted the datapad from the attendant waiting there. "Excellent...the arrangements have been made? Wonderful. See to it that the appropriate refreshments are brought in immediately, they are due to arrive at any moment." the young woman breathed softly, pressing her index finger to the screen to sign off on the necessary requisition. She took a moment to smooth out her dress as she returned to her place at the table, silver curls swept neatly up into her customary chignon.

It wasn't long before the Eternal Empire's delegation arrived, with Lady Alli Vern entering first, followed by the esteemed Broka the Hutt, who took pleasure and comfort in the accommodations that had been made for him. Vidia nodded faintly, pleased to see their arrivals made smoothly and without incident. The Empress Ingrid L'lerim entered but a moment later, wearing a military coat tailored impeccably to her form, with visual elements that carried meanings that were not lost upon the young Moff, nor would they be to the others of the First Order's delegation.

Her posture and expression remained pleasant and warm, taking up her datapad and stylus in preparation to document every detail of the meeting alongside making note of her own impressions and thoughts as had become her custom.

They would definitely have a lot to talk about. "We certainly do, Empress L'lerim - we certainly do."
"Shall we begin our discussion." It wasn't a question, it was a statement, "can you outline for me what it is that you and your delegation are seeking from a relationship with the First Order?" Ariel certainly had an idea in mind, but she wanted to hear what the Eternal Empire had to say for themselves. She sat ramrod upright in her chair unflinching in her gaze as she looked at the Hutt, and the two women before her. Quietly someone slipped Ariel a small datapad, she scarcely caught a glimpse of the information it held.
Even so, she knew it was exactly what she wanted.
Reports regarding the Eternal Empire's history, movements, and other data that intelligence was able to gather prior to the start of the meeting. Ariel also realized that this would mark her first outing as the new foreign secretary. Renata now for the moment held a different office and she was sure that her colleague did not appreciate being sacked.

Renata been assigned a new brief; she was not sacked. But she could tell from the triumphant gleam in Ariel Yvarro's eye that she thought she had won something over on Renata, or that Renata had been reassigned because of some shortcomings. This was politics, she mused, but to be honest the former Foreign Secretary and current Regular Old Moff™ couldn't be happier. She wasn't well-suited to public speaking and wasn't comfortable being the face for a foreign policy she didn't understand. The government was rapidly becoming a family affair, which was fine, but if Natasi Fortan and Ariel had an understanding, it was all the better for them to take care of it.

As far as Renata was concerned, her obligations had concluded with securing the best possible future for Quinlan Reade and the Tholonians. She could leave government at any moment and consider her debt settled.

Still, she stood dutifully beside the Foreign Secretary, folio open and ready to jot notes. "Your Majesty," said Renata, nodding deferentially to Ingrid L'lerim Ingrid L'lerim before taking a seat opposite the Eternal Empire delegation. She settled into her seat and leaned forward to glance down the table at Ariel Yvarro and then Vidia Vudrirn and Malikai Graush in turn, offering each a nod in turn. Ariel made her opening gambit.

Diplomacy, Renata thought, shifting to rest lightly on her seat back, and picked up her pen to begin to keep notes.

Broka continued to sit there in comfort. The pleasantries were made. He held off on speaking for a while. His fellow delegates would know what he would say next. If these First Order delegates researched them all before their arrival, they might assume the topic he would bring up as well. That topic being credits. Trade, money, commerce. He came here for commercial interest. If not for Black Sun, he would at least get some commerce through the Hutt Republic to fill his proverbial pockets.

He sipped from his drink, and put the goblet at his side where one of the servants he brought with him took it, and put it on a tray. While sitting back he made his address (in Huttese as usual), "<Now that pleasantries are done with, let us get down to business. My fellow delegates from the Eternal Empire know what subject matter I intend to bring up. That being the topic of commercial ties between the Eternal Empire and the First Order, as well as with Black Sun. I came here to represent both Hutt Space, and Black Sun, which have credits as both entities' agendas. It is credits that make this galaxy go round, and Imperials are usually good business partners.>"

Broka finished his address, and called a servant over for another eel. The colossal Hutt licked his lips, and slurped it up in a matter of seconds. He then washed it down with the wine in the goblet, as he waited for any of the delegations to respond.

Renata had never seen a Hutt up close before, and she wasn't sure that she was particularly enriched by the experience. The creature before her was revolting to look at and the more she watched the more convinced she was that she might never eat again. Still, consummate diplomat that she was, she maintained a neutral expression. Even when he confessed to intimate connection to criminal elements, Renata's face didn't change.

Although she had a protocol droid on hand to translate, she addressed the Hutt directly, as was appropriate. "With great respect, the First Order does not come to terms with criminal enterprises," Renata said firmly. "While we have no aversion to business dealings with Hutts, Black Sun is out of the question -- unless, of course, you are able to demonstrate that it has shed its criminal reputation and that its operations are entirely aboveboard. That has not been my understanding of the Black Sun's modus operandi, but perhaps I am -- what is the term? -- behind the times."

She glanced at Ariel and then across the table at the Eternal Empress, affecting a puzzled expression. "Or does Black Sun speak for the Eternal Empire on matters of commerce and trade?"

 
Alli forgot how boring diplomacy was. She really should of sent her A.I. However it was too late, she was here. Now she had to deal with it.
"I like my colleague Broka, come here to discuss Business as well. The Zweihander Union has significant tech and manufacturing capabilities and we need people to buy them. Be it from Holonet satelites and starships to guns and armor. I am here to help couple the First Order and Eternal Empire in Trade. So that we may prosper together. It could be as simple as letting us trade in your space or contracts with your government. I am open for suggestions."

She always did wonder how a Criminal Enterprise seemed to hold so much clout in the empire but Since she was mostly left to govern her own people in peace she didn't try to rock the boat in regards to the empire. Don't fix what isn't broken. However this meeting gave her the chance to get much needed business.

As for the Black Sun, it was still a matter of Tacitus, and since the underworld organization had been for their benefit so far, the red-haired woman did not investigate the matter. And it was better for them the Black Sun to oversee the underworld in the Empire and restrain the other groups, as if the Empire had to sacrifice resources for this as well. After the introductions and the first sentences, she also sat down with a stiff, straight, military posture.

”First and foremost, we want to avoid any conflict with First Order where possible. Since our states are close to each other, it would be useful to agree on what both sides can expect, how far our borders will come together, or where they will come into contact with each other. It would be good to know all this so we can avoid a Cold War situation or hostility.”

She told all this to Ariel Yvarro, then turned to Renata Westaway to share information about Black Sun as well.

”The Black Sun may be an underworld organization, but they have been helping us for many years, nearly a decade in trade, not least clearing up all the other underworld organizations in the Eternal Empire and not allowing new ones to settle. We fully trust them, they perform all the tasks entrusted to them on time, accurately and perfectly.”

She said a few words for the Black Sun, though she knew Broka could perfectly defend himself. But after that, it was time to get back to the other question, after Miss Vern also told everything she wanted.

”But as Lord Broka and Miss Vern have said, we would be happy to have trade relations with you. We are close to each other; this could be a good solution for both factions in terms of financial issues. Of course, in the case if you are also interested in establishing such business connections.”

Broka sat back. The response from the moff was what he expected. The comments of the Empress defending his organizatin slightly also worked into his favor quite a bit.
"<Black Sun clearly has not shaken its reputation of solely criminal activities based on your very response just now. Black Sun still operates out of Hutt Space with me being the proclaimed leader of its operations. When dealing with the Eternal Empire, it has turned into a trade guild of sorts, mercenary service, and industrial goods service. Black Sun has seized control over various industrial sectors within the Eternal Empire's space, and manufactures goods only achieved through the underworld. You Imperials may scorn at us "criminals", but you need us. The galactic underworld is what you contact when you need something you cannot get yourselves. That's when you stoop over to organizations like Black Sun out of your own free will. Throughout history, every galactic superpower, no matter how noble they make themselves, always bends over backwards for an audience with the Hutts at some point or another. Black Sun is the means that the Hutts now use to get into the Unknown Regions. You refuse Black Sun, you refuse the Hutts, and you will need the Hutts at some point or another.>"

Broka grew a slightly smug expression on his face. It was hard to tell for others, as he remained mostly stoic, but there was a slight glint in his eyes. His large, yellowish-brown eyes. He took another sip from his drink, and placed it back on the servant's tray.

Renata fixed the Hutt with an amiable gaze, her smile planted pleasantly across her lips. Methinks the lady doth protest too much, Renata thought as she listened to Broka's self-important rant and, when it was apparent Broka was quite finished, she cleared her throat and resumed her smile. "Somewhere along the way, Lord Broka, you have stumbled across some misinformation. Allow me to set the record straight." She straightened herself in her seat, squaring her shoulders.

"There is nothing the First Order needs that it cannot obtain through legal and honorable means. There is very likely nothing that the First Order needs that it cannot produce for itself rather than dealing with a criminal enterprise. Your historical analysis is, with all due respect, factually incorrect. The First Order constructed the largest government in the galaxy of its time without so much as a kind word from the Hutts, and certainly without ever debasing itself with corrupt bargains involving admitted criminals."

She folded her hands before her, her voice remaining steady and cool. "I'm disappointed to hear that you would link your entire race to this criminal enterprise. I was not inclined to think ill of all of your fellow Hutts, but I suppose you are the expert, so thank you for going on the record to settle that for us. The day I bend over backwards -- hell, even forwards -- for an audience with a criminal kingpin is the day I eat this conference table. Now, I think that clears up any underlying questions regarding direct nation-to-nation trade, don't you?" WIthout waiting for a response, Renata swiveled in her chair back to Ingrid L'lerim Ingrid L'lerim and Ariel Yvarro "Foreign Secretary, I'll hand it back to you to discuss the next items raised by Her Majesty the Eternal Empress."

Ariel quietly sat and watched the exchange between, Moff Westaway and Lord Broka. The Foreign Secretary at one point would have intervened but then the Lord Broka spoke again. At which point, Ariel simply let Moff Westaway take charge, and to be quite honest, it took everything in Ariel's power to remain enigmatic. Once Westaway was done and had ceded the floor to her, "thank you, Moff Westaway." There was no further need for debate. The First Order would not trade with a criminal enterprise, "I believe Her Majesty the Eternal Empress had suggested something along the lines of establishing borders."
"I agree, that we should set borders, a line in the sand if you will." Began Ariel as she addressed the Empress. "We are aware of activity from your nation in the world of Lotho Minor." The Moff looked at the datapad before her reading through it briefly, "and that is where we would like you to stop. Anthan Prime, Kalzeron, you may do with what you wish. The worlds of Thakwaa, Coveway, and Keskin is where we will end our expansion in your direction."
The Foreign Secretary concluded with, "and if you can agree to those terms then I believe we can maintain a relative calm between our nations."
 
Alli would Cough and interrupt. This had not happened in a while. If one was paying attention they would see that her eyes voiced her displeasure despite the smile on her face.

"I would like to reiterate that the Zweihander Union is not a criminal enterprise and would love to trade with you. I can personally vouch that everything we sell was legally acquired and produced. Now everything we sell might not be legal everywhere but we do our utmost to ensure that we follow the letter of the law. We should let the trade flow between our two nations. Their is nothing but benefits for both of us. I will leave the border discussion to Lady Ingrid."

She was offended that she had been completely ignored. Perhaps they shouldn't deal with such a rude country. So far her impression of the First Order was not a good one. Perhaps they could redeem themselves in her eyes.

Ingrid watched wordlessly Lord Broka and Moff Westaway's "word duel." Nor did it escape her attention by the fact Miss Vren had been left out of the conversation. It was immediately apparent to the woman the First Order was trying to be completely self-sufficient and they were proud of that. In fact, Tacitus sought to do the same, which came in handy for them in light of the fact that GA was about to impose embargoes on them because of the war situation. An almost completely self-sufficient state is not in trouble at this time. But! But regardless, it was always good to have someone to turn to when problems arose.

After that, Foreign Secretary Yvarro spoke again. She listened intently throughout the woman, for the time being it seemed this part of the trial would be easier than she and the STRATCOM had hoped. Or it could be believed based on preliminary data and reports. However, the Empress has always been distrustful, thanks to her past as a spy and agent, maybe that’s why she saw it all too simple? It wasn’t even that easy with TSE or the NIO. It's almost too easy.

”Our vision of borders is a perfect match, Foreign Secretary. We did not want to go further south, there is no longer any interest in the Eternal Empire or the companies here. Anthan Prime and Kalzeron are still included in our near-term expansion plans, but Thakwaa, Coveway, and Keskin were never among them nor within the long-term plans. After that, we turn our attention north.”

Here she waited a few moments, keeping the pause, giving a chance to do so if anyone wanted to speak.

”Well, according to these, we will have a longer border section in common, I think Moff Westaway, Foreign Secretary, it would also be worth discussing what is force or defence at the border, which we do not yet treat as a hostile step on the part of the other side to maintain neutral relations in order to.”

"Excellent," replied Ariel upon hearing that the Eternal Empire was in agreement with the borders. From there, the Empress went on to speak about more military matters. Rather, in regards to maintaining their borders securely and the Foreign Secretary could understand that. After all protecting the sovereignty of a nation was very important. No matter who that sovereign might be. "Why don't you let us know what you feel is sufficient for border security?"
It would be good to know just where that line in sand not only was, but how many rocks to place on either side of it. Ariel remained quiet and waited for the Empress to speak on the matter. She also took the moment survey the other participants brought here on behalf of the Eternal Empire. Her attention would once more fall on the Empress, and the Foreign Secretary's expression remained enigmatic. Her mind slipped back to the mental gymnastics it took to keep track of the many times that the Eternal Empire had changed sides during the Third Imperial Civil War, something to keep in mind, she suspected.

Broka sat there biding time. If these Imperials wanted to shut themselves from the opportunity off of heresay and reputation instead of concrete actions, it will be their neighbors that recieve the wealth of Hutt Space and not them. They chose to bury their heads in the sand. So close minded of them. The one-eyed Moff was correct, the First Order is an outlyer to that historical trend. However, the First Order failed. The Sith are still here, the Galactic Empire only failed by eating itself from within, and the Confederacy of Independent Systems has always been confused on its stance with them depending on whoever was in charge at a given moment in time. He may have not been entirely correct, but the general trend of history he stated was true. Time will prove him right as well. The galaxy needs the Hutts no matter how much they convince themselves otherwise. The Hutts will survive as always and outlive these other empires.

As he sat there pondering what to say to see the enjoyment of that Moff eating the table, he let them entertain the border discussion. It was important, and it was clear they wanted a break from money talk. So he sat, drank, and slurped some eels in the background of this conversation. Near the end he would bring up the topic of trade once more. Once they move on to another subject he'll repropose the trade talk. If they still keep their heads burried in the sand, then Black Sun, and any affiliated Hutts, will find business elsewhere among their neighbors.

Alli was at a loss of words. She had been completely disregarded. The First Order apperantly didn't care about trade. That was fine. She didn't need business with them. It was just nice to have. The Zweihander Union's Council of Companies would just ignore their space then. She let them talk borders and defense fleets. She knew this was an important discussion and left it to them. She didn't have much to say about it as her forces were not part of the formal military. They were a Corporate Defense fleet. Granted they used to be a nation of their own so they probably were a bit over the limit of what one would normally have but she wasn't going to take away from what they managed to safe from their space. The men, women and droids that served the Union deserved to keep their jobs. Hopefully relations would improve with this first order and trade would flow but if it didn't, she wouldn't be broken up about it. As a Hutt was thinking, there were other people to trade with..

Renata spread her hands. "The First Order is not typically in the business of policing other nations' defense policies. Our goal is to always use military force as a last resort, so you can be assured that any military presence on the border is for security rather than a threat posture. That being said, I understand that we have not dealt with each other before, so words are wind. If you have a proposal in mind, we would be willing to entertain it. However, I am hesitant to put hard and fast, artificial and premature limits at this early stage."

She reclined slightly in her seat. "We would also want to be sure that there were border entry and customs stations in place to ensure that legitimate trade is able to move freely and without delay between our countries," said the Foreign Secretary, placing a delicate emphasis on the world legitimate to indicate that the First Order's hard line was primarily against trade run by criminal cabals and not private industry operating legitimately in either government's sphere of influence.

"We have achieved good results with our immigration and refugee vetting process. Perhaps it could the system could be duplicated with an eye toward customs and border enforcement." She looked down the table to Yvarro before returning her attention back to Ingrid L'lerim Ingrid L'lerim . "Thoughts, Your Majesty?"
