The answer is no.
She is definitely not his daughter. Here are a few of significant issues.
1) She's left on Jakku with the junk dealer. Not with the guy who is a part of the Church of the Force at the beginning. If she'd been left with him then it'd make sense, however, she's left with a scumbag which Luke would never do.
2) Luke would not get married or have kids. Luke's got the weight of the Jedi order on his back. He's also going to try and honor their legacy.
3) The timeline doesn't make sense. The only point which Luke would leave her would be after Kylo did his thing. Rey is ~20 and Kylo is at most 30. So if Rey is left at 5 as we are led to believe that would mean, at most Kylo was 15 when he destroyed the Order. That makes zero sense.
4) Kylo never speaks of her past. He doesn't know who she is. At most he is aware that she is the one which the force has awakened in. I get into his reactions relating to her

5) The lightsaber calling to her does not necessitate familial ties. It merely indicates which side of the Force she is intended to be on. One thing to keep in mind is that in Star Wars movies the will of the Force is super important and moves things. Personal agency is only secondary to the Will of the Force which consistently sets up crazy circumstances. It needs her to be trained, getting Luke's saber would set her on that past.
6) Maz clearly says that her family is never coming back. The implication is that they're gone and not worth waiting for. What she looks for is implicitly a place and a family, but that does not have to be genetic. Instead what she seeks, love and belonging, is in the future with her destiny. Maz isn't saying Luke is her father.
