City Name: Parrlay
Classification: Coastal Fortress City / Trade Port
Location: Naboo
Affiliation: House Veruna | Royal Naboo Republic
Population: Moderate (Seasonally Heavy)
Demographics: Predominantly Human (80%), with a strategic minority of alien merchants, offworld artisans, and diplomatic envoys. Outsiders are tolerated - until they're not.
Wealth: High. House Veruna's wealth is old, new, and occasionally shady. The city thrives on trade tariffs, high-end exports (wine, art, rare grains), and the convenient routing of noble ambitions.
Stability: High, on paper. In reality, it's a knife held with a velvet glove. Parrlay exudes calm strength and meticulous order, but it's enforced through soft coercion, not communal harmony. Dissidents tend to vanish politely.
Freedom & Oppression: Outsiders find Parrlay "free enough" - as long as they mind their tone and pay their fees. Citizens live well if they toe the line and say "thank you" with the right amount of deference. Surveillance is subtle. Laws are vague but strictly enforced. House Veruna doesn't rule with tyranny - it rules with expectations, and disappointment is a dangerous thing here.

Description: Parrlay is a city sculpted into the cliffside like a crown carved from stone. Tall, narrow structures wind up from the waterfront into the jagged, mist-kissed mountains. Its skyline glows with soft golden light, the streets are narrow, winding, and efficient - designed for function.

Rain sweeps through often, gathering in reservoirs and spilling across stone aqueducts that run down toward the port, earning the city its moniker: The Mouth of the Rain. A hub of high-end trade and administrative intrigue, Parrlay is known for its brooding architecture, its decadent night salons, and its eerie silence at dawn. Wealth trickles visibly down from its hills - but rarely spreads too far.

The city feels like it's watching you. That's because it is.

The Rainspire
Seat of House Veruna. An obsidian-and-marble monolith perched above Parrlay like a thundercloud with better manners. The Rainspire is both palace and command center - a fusion of brutalist might and Nabooian elegance. From here, the ruling family administers their holdings, hosts secretive salons, and occasionally throws unsettlingly beautiful parties where important decisions get made by eye contact.

The Low Market
Nestled in the shelter of the cliffs, this underground trade quarter is where offworld goods arrive, and where quiet deals are made. It's both marketplace and neutral ground - anyone can do business here… until they can't. Smugglers, senators, and spice merchants all walk the same halls.

The Amphorarium
A museum and cultural site curated by Aurelian's mother, where rare Naboo and offworld artifacts are displayed (and possibly fenced). It is as much a social trap as a cultural monument - each exhibit a subtle message. Admission is technically free. Politically, it's ruinously expensive.

The Port of Glass
The main harbor and trade port, fitted with sensor towers and security skiffs. Named for the high-sheen permacrete that lines the docks and gleams like obsidian glass. Visitors are monitored closely here, and loading permits are... "flexibly priced."

The Broken Bell Courtyard
A former monastery converted into a military academy for promising Veruna retainers. It's also where low-tier nobles send their children to earn House favor - or disappear into obscurity. The broken bell hangs from a dead tree in the courtyard, allegedly struck down by lightning the day House Veruna fell from grace.

Parrlay began as a forgotten port town used for monsoon-season grain storage and Gungan trade in Naboo's pre-colonial era. When House Veruna was exiled from Theed following the scandal of 33 BBY, they seized upon Parrlay's isolation and repurposed it into a power base. Over generations, they built it into a city with ambition in its bones. Stone by stone, scandal by scandal, the Verunas used Parrlay as a forge in which to re-temper their name.

With the construction of the Rainspire and the establishment of high-end trade routes through the port, Parrlay rose in prestige even as it remained a whispered secret in Theed's royal circles. Now, under Aurelian Veruna, the city pulses with quiet strength. It doesn't demand attention. It earns it. And by the time you realize Parrlay has reshaped Naboo's balance of power, it's already too late.
