~Governance and Structure~
The Parliament serves as the legislative and civilian governing body of the Imperial Confederation. While it holds no military authority, the Parliament plays a major role in shaping policy, economy, and governance, ensuring a balance between military leadership and civilian administration.
POSITIONS
The Imperial Parliament is made up of the Exarch, High Prefects, Prefects, and Liaisons.
Prefects are the main body of the Parliament, making up the majority of its members. They are elected by the planetary populations they represent, serving as their voice and advocating for local policies, economic concerns, and civilian rights.
High Prefects make up a smaller, but pivotal, portion of the Parliament, serving as its leadership. They are responsible for overseeing parliamentary functions, directing legislative priorities, and managing inter-sector policies. They are usually appointed by the Imperial Ruling Council (IRC), but their appointments are subject to Parliamentary approval. Prefect members retain the power to vote down an appointment, forcing the IRC to submit a new candidate. To prevent an endless cycle of appointments and rejections, a structured limit is in place: the IRC is granted two appointment attempts, while the Parliament is allowed two rejections. If both sides exhaust their options without reaching consensus, the High Prefect position becomes electable, triggering a formal election process. The elected candidate then assumes the title of High Prefect.
Liaisons comprise the smallest segment of the Imperial Parliament, serving as non-voting representatives of external organizations that hold a vested interest in the governance of the Imperial Confederation. They cannot cast votes on legislation or motions, but play a more advisory and diplomatic role. They can engage in parliamentary debates, and provide expert testimony or institutional perspective on matters relevant to their organizations. Their presence ensures that key Imperial institutions remain integrated into the broader legislative process without overstepping the boundaries of civilian authority. The majority of Liaison appointments are temporary or rotational, often filled by officials from their respective organizations on a term basis. These positions are typically appointed by their home institutions and approved by a parliamentary committee to avoid conflicts of interest or overreach. However, a select few Liaison positions are considered permanent, due to the critical nature of the institutions they represent. These include:
- The Imperial Ruling Council Liaison – Serves as the voice of the IRC within Parliament, often relaying executive opinions, emergency directives, or classified assessments.
- The Imperial Military High Command Liaison – Acts as a bridge between the military and the legislature, offering input on defense policy, military readiness, and wartime legislation.
- The Knight-Commander Liaison – A representative of the Order of Imperial Knights, this Liaison ensures that the interests and ethical perspectives of the Imperial Knights are considered during parliamentary deliberations.
Last but not least, is the Exarch. They serve as the presiding officer of the Imperial Parliament, maintaining order during sessions, managing debate procedures, and casting tie-breaking votes. While largely ceremonial in public appearance, the Exarch plays a crucial role in legislative coordination, setting agendas, and ensuring smooth communication between the Parliament and the Imperial Ruling Council. They also oversee appointment reviews, represent the Parliament at state functions, and can call emergency sessions if the legislative body is compromised, acting as both facilitator and guardian of parliamentary integrity.
RESPONSIBILITIES
The Imperial Parliament's responsibilities include:
- Drafting, debating, and enacting laws that govern trade, taxation, infrastructure, and civil administration.
- Managing the Confederation's budget, allocating resources to civilian projects, infrastructure, and economic initiatives. Regulating corporate activity and interstellar trade agreements to maintain stability and growth.
- Acting as a check against corruption, abuse of power, and misconduct in the civilian sector.
- Resolving disputes between planetary administrators, corporations, and trade factions.
- Negotiating and maintaining diplomatic relations with external powers.
