The Imperial Ruling Council (IRC) serves as the executive authority of the Imperial Confederation, acting as the central organ for military, economic, and governmental enforcement. Comprised of elite leaders from the members of the Confederation, the IRC possesses broad powers necessary to maintain order, oversee confederation-wide directives, and ensure long-term imperial stability. While powerful, the Council operates in tandem with the Imperial Parliament, balancing decisive action with civilian oversight.
POSITIONS
The Imperial Ruling Council is currently made up of five key figures: a Grand Moff, the Director of Imperial Security, the Supreme Commander of the Armed Forces, the Lord-Commander, and a Liaison from the Imperial Parliament.
The Grand Moff is appointed to serve as the voice of sectoral military governance by their peers (other Moffs). They coordinate with planetary governors, sector authorities, and Prefects to ensure uniform application of law and order across the confederation. Politically adept and deeply experienced in administration, the Grand Moff is responsible for advising on matters of regional stability, infrastructure, and military governance. The Grand Moff brings the concerns, successes, and operational realities of the outer sectors directly to the IRC, acting as both an advisor and a coordinator for regional military and civil strategy.
The Director of Imperial Security leads the Imperial Confederation’s intelligence and internal security organization — The Imperial Secret Service — and is charged with safeguarding the stability of the confederation internally and externally. This role involves managing surveillance, counterintelligence operations, political loyalty programs, and rooting out sedition or espionage. The Director has broad authority, operating with near-autonomy in their domain, but is held in check by the Council itself. They serve as both the eyes and ears of the state and act decisively to neutralize threats that would destabilize the regime.
The Supreme Commander of the Armed Forces (SCAF) is the highest-ranking military officer in the confederation, drawn from either the Navy or Army, but granted full authority over both branches. Their role is to oversee strategic coordination, joint operations, force readiness, and inter-branch military policy. The Supreme Commander advises on military posture, external defense, wartime strategy, and fleet distribution across sectors. They are chosen based on distinguished service and trustworthiness, and serve as the key voice for the armed forces within executive decision-making.
The Lord-Commander leads the Order of Imperial Knights, the Confederation's Force-sensitive order distinct from both the Sith and Jedi traditions. The Knights are warriors of loyalty, honor, and duty, devoted to the defense of the state without falling into the ideologies that corrupted previous Force orders. The Lord-Commander ensures that the Order remains apolitical, bound by service rather than personal ambition, and represents Force-user affairs within the council.
The Imperial Parliament Liaison serves as the bridge between the executive authority of the IRC and the legislative process of the Imperial Parliament. They are appointed to ensure transparency, relay key policy updates, and advocate for the consensus or concerns raised by Parliament members. Their role is essential in keeping governance cohesive and avoiding executive overreach. The Liaison ensures the Parliament is not sidelined in major state decisions and brings a civilian voice into the core of executive power.
While these five hold voting power, other high-ranking officials may be invited to attend sessions for counsel. The IRC may expand in the future if the needs of the state require it, but its current form ensures efficient decision-making, unified command, and strong central leadership.
RESPONSIBILITIES
The IRC's responsibilities include:- Exercising high-level strategic command over the military and ensuring readiness across the Confederation. Including the ability to call a state of emergency, granting temporary war or crisis powers.
- Responsible for implementing legislation passed by the Imperial Parliament.
- Can issue directives, executive orders, and emergency decrees to handle crises or circumvent bureaucratic gridlock.
- Holds conditional veto power over legislation deemed threatening to national security or stability.
- Authorizing military or economic sanctions and embargoes.
- Controlling the Confederation's military-industrial complex, including defense budgets and wartime production.
- Coordinates emergency economic measures and reconstruction efforts in conflict zones.
