The Instruments of Chaos are a group of anarchists who seek to destroy any and all governments in the galaxy, and free the people by giving them the one true freedom: Chaos.

Many claim us to be terrorists, and perhaps we are. Many claim us to be murderers, and perhaps we are.

But in the end, we will bring down Oppression, and replace it with Chaos.
To do so, we must kill, burn, and destroy. For the Cause, it is necessary, and is permitted.
We are not one single entity, but a wave of force that will spread across the galaxy, and will burn it to the ground if we must.

Oppression is when we are ruled over by Order, not when we are freed by Chaos.

In a broad sense? No one. Each Instrument is free to act as they please, as long as it benefits the Cause.
However, if they compromise the Cause, I personally hunt them down and kill them.
So if we had to have a definite "leader", that would be me; although 'regulator' is a more apt term.
