I believe the difference would be that Moross outright admits it's a ruse within its resources as stated previously. Also, the problem with being viewed as a god is not the title of god, but what results from that: I.E. being immortal and invincible. The Moross gods are neither, because they're not even gods. Just powerful force users. Perception of characters isn't reality.

Bottomline, unless it's given a chance to see how it works in the faction system we will never know. That's my two cents
