~Ceremonial Head of State~
The Exarch is the ceremonial head of state for the Imperial Sector Authority. They serve as an enduring symbol of Imperial Tradition, preserving the legacy of the old Empire while holding no direct authority over policy or military decisions. Though they do not govern, their role is far from insignificant. They act as the face of the ISA, representing its grandeur in diplomatic engagements alongside members of the Prefectorial Council, hosting state functions, and ensuring that the Imperial Sector's reputation remains intact in the eyes of its citizens and the galaxy at large.
Beyond ceremonial duties, they serve as a cultural overseer by safeguarding Imperial customs, traditions, and historical narratives. They may oversee the maintenance of monuments, Imperial academies, and propaganda efforts to ensure that the ISA's ideological foundation remains strong. Additionally, in times of extreme internal crisis, they may act as an advisor to the Council of Prefects, offering counsel or facilitating high-level discussions between the military, intelligence, and government branches. While they wield no direct power, their influence as a unifying figure ensures that the ISA remains rooted in the traditions that set it apart from past failures.
THE PREFECTORIAL COUNCIL
~Governing Body of the Imperial Sectors~
The Prefectorial Council is the primary governing body of the ISA, overseeing the administration of the ISA's holdings, not unlike the Moff Councils of Empires previous. The Prefectorial Council is comprised of one elected High Prefect, numerous Prefects, the Executor Admiral and Executor General, the Overseer of The Directorate, the Imperial Exarch (when needed), and other high-ranking members of the Imperial Sectors if invited to attend such meetings. The Council ensures that the ISA remains stable, efficient, and true to its technocratic-meritocratic ideals. Each Prefect is responsible for the governance, security, and economic stability of their assigned sector, and enforcing the High Prefect's policies while maintaining regional autonomy in the interests of efficiency.
THE HIGH PREFECT
At the head of the Imperial Sectors and the Prefectorial Council stands the High Prefect, a powerful yet accountable leader whose authority rises to the level of a Grand Moff. The High Prefect serves as the executive head of government, overseeing all military, intelligence, and administrative functions of the Imperial Sectors. Their leadership is centralized yet meritocratic, ensuring that the ISA remains governed by competence rather than personal ambition or hereditary rule. As such, High Prefect is an elected title and position.
~Election of the High Prefect~
The selection of a High Prefect follows a merit-based, closed election process conducted by the Prefectorial Council. Candidates are chosen from among the most accomplished military leaders, intelligence overseers, high-ranking government officials, and sector governors. To be eligible, a candidate must:
Have a proven record of achievement in governance, technological advancement, military command, or intelligence leadership.
Pass a comprehensive background check to ensure loyalty and integrity.
Gain the support of the Prefectorial Council through reputation, experience, and demonstrated capability.
Once elected, a High Prefect serves for a term (One Year OOC), ensuring strong but temporary leadership to prevent stagnation or corruption. However, should the High Prefect be deemed unfit to rule, the Prefectorial Council can call a "Vote of No Confidence," triggering their removal and the selection of a new leader.
~POWERS OF THE PREFECTORIAL COUNCIL~
While the High Prefect holds near-total authority, they are not an unchecked ruler. The Prefectorial Council serves as a check on the High Prefect's power, ensuring that the government remains balanced and effective. Their responsibilities include:
Advising the High Prefect on military, economic, and political matters.
Overseeing the administration of their sectors, ensuring order and stability.
Appointing and regulating governors, who oversee individual systems or planets.
Voting on all policy decisions, particularly those affecting multiple sectors.
Enacting a Vote of No Confidence if the High Prefect is deemed unfit.
The Council ensures that no single figure can dominate the ISA unchecked, preserving its technocratic and meritocratic foundations while preventing the return of Sith rule or political corruption that plagued past Imperial governments.
