She couldn't even trust her bodyguards? Well she knew that she could trust [member="Veiere Arenais"] . He had proven himself to keep her out of danger and was a terrific advisor. Then of course she had her 'family' , [member="James Justice"] and [member="Gray Raxis"] . Surely [member="Thraxis"] didn't mean that she couldn't trust them?

"Everyone working on the base will be told that it is a real one. I am having the military funds boosted anyways, and the shipyards back in production again."

She clenched her jaw and stared at the desk as he snapped at her. "There is such a thing as prison, you know..." Using someone as a test subject that would kill them almost instantly just wasn't what she was all about. Kay believed in justice, whereas others like Thraxis and General Santiago believed in capital punishment. She was akways that way. Even if it bit her in the butt at the end of the day.
 
"Well... as long as they are under the guise of it being for actual military purposes... then I am sure there shouldn't be any problems in that regard." he continued, his fingers now strumming along the table from what he knew of General Omar, he was shocked that he could manage to work with Kay. But then again, she was the boss and he had to bend to her whim lest be taken out of the Job.

"Oh yes Kay Prison. Please enlighten me as to how you imprisoning all the criminals would resolve the issue? It would only forestall their rise to power. Because even if they had life sentences. They would find a way. Whether it be turning the prison into their own play pen, or simply breaking out." his brow raised as he said all this, genuine curiosity as to how she would prevent this. "They would find a way and then I would get twice as much booze as I am being offered for this job." the same look of curiosity still running across his face as he truley was interested as to how she would resolve such an issue.

Well there was one thing that could be said about [member="Thraxis"] , and that was he forced her to think of multiple angles on an idea. Even when she didn't like it. "Only the leaders should be in jail, not the ones that they manipulate. And they could be put in solitary."

She frowned slightly. What he was getting her to say yes to was as difficult to do as giving herself a needle to save her own life. Kay knew that allowing it would be a messy ordeal. But maybe....if she took it away from the rest of the population, it could be better. There would be more control on her end.

"I don't want what you are proposing to get out of control. If we have the base in isolation, then that could lessen the risk of innocents getting hurt or killed..."
 
"Kay. They are not all manipulated. They are workers and this is their job." a battle of minds was starting to form more so then a plan, their wits clashing and their minds sprinting against each other, trying to knock the other down. And in these events. Neither ever came out the victor. "Would you say that when I worked for the Jackals I should never have been locked up? Because I was." his fingers made some bunny ears before he continued, "Manipulated, by Flannigan? Maybe when I was, manipulated by Sempra? Or hell, James is getting me to do illegal things, maybe I should get him locked up?" he gave her a quizzical look, if she truly believed that all he deserved was to be locked up, then he would simply have to do more to prove otherwise.

"Yes, Isolation would work I suppose. The only downside is that the populace won't see it. But that is your problem. Mine is to get rid of the Crime Lords. Everything else is to me. Simply collateral." he responded, he wasn't going to lie, all he wanted to do was get the job done, and mess with her. Though the latter was the more pressing issue.

Maybe [member="Thraxis"] was right. Or at least just partly. Not all were manipulated, not all were innocents. She clenched her jaw as he referenced himself. Yes, he did deserve to be locked up, just as he had locked her up. But now he was here, indirectly working for her. Yet she still wondered who was really the boss of whom.

Kay raised a brow as he spoke of James. Her brother was making him do illegal things? Like what? Did she even want to know? More than likely it had to do with torture. She really wanted to knock some sense into James at times. And quite literally.

"Well no one builds a military base or warehouse within city limits like this when there are much better places for it nearby." She sighed. "Find one of the Crime Lords' people that is high up in their food chain, and maybe then you can use them as bait for the plan. That should....help get things started.."
 
"Kay, I don't expect you to build a military base in the middle of a city. To even imply I was thinking that borders stupidity." though while it was stupid, it did sound like a fun idea. So many people trying to get in from a purely curious standpoint. So maybe just vanishing and no one would question it. But these thoughts were swiped away quickly as he heard her say he needed to catch one.

"Wait, wait, wait. You are telling me, you don't have any member of any of these crime lords?" his eye twitched with frustration, "Is General Omar a military man or a violent one! I mean, does he not take prisoners! How long has this fight been going for? A day? Always go and try to catch the opposition!" he continued not too long before his words became a mangled mess of words thrown together, sounding more like a mess of swears and cusses more then anything else.

Kay stepped back as [member="Thraxis"] began one of his tirades, although she didn't step too far. The Gamorreans were there. She just waited until he was finished or nearly finished. The man needed to take a breath at least.

"I'm sure that if General Santiago had someone, then he would have let us know about it. I only just started to get this underway recently. It's not as though I've been President for long, Thraxis. It has only been two weeks. So excuse me for not coming up with some genius plan right away and having people captured." She closed her eyes and took in a breath, letting it out slowly to calm herself. "We think that there could be gang members that have infiltrated our police forces. Hopefully not our military as well...." That was all that they needed.
 
"If you only just started that at least gives us a good chance to prevent this from getting out of hand." he said, he had no idea how long her reign as presidency had gone for, but if it had only been two weeks then he really could resolve this issue faster then he predicted.

"If your police force is infested then so is your military. Next is your Government. Better deal with this fast then. Okay, first things we need, open demonstration of the weapon. Next is building of base and finally removal of leftovers." he retorted, it was time to deal with their problem. "Now then, I recommend bringing in the General. So he can put in his input as to how long the development will take." he continued, he had discussed for too long and needed the Generals input to help bang out any problems that they may have to foresee.

As if on cue, General Santiago stepped in the doorway. He stared down one of the Gamorreans until he was given the right of way. It was only when he had stepped further inside that Kay had noticed him. "General....we were just about to send for you. We--"

He interrupted her."Do you have a plan?"

"Yes General. Capture one of the Crime Lords' top brass, do a fake weapons test for a new kind of weapon,and then build a fake base for them to be housed. It would be a trap, you see, and cause them to kill eachother."

"It's a start." He didn't say anything more than that. But at least he didn't flat out call it a bad idea.

Kay glanced over to [member="Thraxis"] and wondered just how far the two would go in this before she'd feel the need to disapprove.
 
A few seconds passed before the Gammoreans remembered Thraxis previous orders to move out of his way, and with a grunt they slowly moved from his path, grunting as they done so. A quite grumble started to spread throughout the group, before being silenced by the raise of a brow towards them, their bodies stiffening as they became dispirited by his very motion.

Thraxis watched what looked like almost tension. Or at least some level of disrespect, between the two, the man didn't speak much unless the need raised it looked like, implying some sort of military background. "Well, personally I would say it is both a start, a middle and an end." he responded, a riled expression glancing for second before twisting back to his calm and collected self. "That is unless you have anything to add. In which case. I believe we could get this job started don't you think?" he continued before cracking his knuckles.

General Santiago gave no hint of emotion, as was his way. It certainly seemed as though him and [member="Thraxis"] were on the same page with this and that was a good thing. He looked to Kay for a moment as if waiting for her to say something. But given that she didn't he looked to Thraxis again. "Catch me a criminal and then we'll see which phase we move onto next." The General approached his desk and gave him a hard stare. This was afterall his office and not the torturer's. "You are dismissed. Both of you." He didn't even look at Kay. He was determined to stare Thraxis down until he had left and taken his stooges with him.

Kay on the otherhand didn't wait. She just moved to the door and weaselled her way through the Gammorreans until she was back into the hallway. Then she quickened her pace a bit as she didn't really want to be around either of them for long.
 
A whole minute. A whole minute was how long he sat there, staring down the general before it started to feel gratuitous, though even then, resigning from the seat took another slow pain staking minute. He wasn't the kind of man to bend over to any man's will, but if he had to for a job, he was going to make it as long and arduous as possible. As finally retired he started to walk to his Gammoreans, his fingers snapping as they broke their formation, their stiffness dispersing into a clutter of movement behind him.

As he finally walked out the building he got to work. His fingers crossed as he hoped into his ship, readying himself and his crew for the upcoming mission, "All Gammoreans to your stations, I want us moved to the den of wherever the most crime is occurring. From there we gotta a good old fashioned slaughter. And remember, anyone you catch and keep alive, is your new plaything." he said as he fell into his seat, his mind a flutter with how things would proceed on Kay's end.

Kay quickly headed back to the Presidential Palace. On her ride over, she thought about what had transpired. General Santiago had certainly done some digging into her past. How else would he know to contact [member="Thraxis"] and hire him? She already knew why. He told her as much and that was upsetting. The General must have had bad experiences with Presidents in the past and he was looking to maintain the upper hand. But he still had the Elders to answer to, and they were above anyone else's rank.

She stepped into her office and prepared herself some tea. It wasn't as though she'd be able to sleep right away. She needed to calm herself first. This could either go really, really well, or go really, really badly. She hoped for the former.
 
With a quiet hum the ship began to rock itself upwards, a few Gammoreans looking on the map their voices echoing back and fourth between each other, a redundant match of squeals and grunts echoing in the map room as it soon became a fight, there masses of fat colliding against each other, fists barreling towards the others face, flexing their power between them both as two smaller and more level headed Gammoreans began to work together, coordinating the best location through more sophisticated grunting and squealing.

As the two finished up, the heavier one came out on top, the other left a bloodied wheezing mess on the floor. With a new found sense of pride the Gammorean walked to the mapping room, raising a finger only to be silenced by the smaller two, their direction already chosen, as his mouth opened Thraxis brow raised, "Enough, we are going to the slums. Dunno why we didn't think of going there first but hindsight is Fifty Fifty I suppose." he said as the Gammorean turned to a whimper, before trudging back, falling to his seat, his arms crossed as it began to pout.

After a few minutes they had arrived, their ship hoovering over as whoever could be spared got themselves ready, a parachute strapped to their backs as the cargo bay opened slowly, in between their fingers their Axes remained rigid as with the nod of the head they all got to work, their bodies becoming tools to the wind as they were pushed about, flying straight for the ground before pulling their parachutes.Soon Thraxis landed on his feet, raising himself up as the other Gammoreans tripped and fell, their sense of balance of put as they wobbled about, trying to regain their sense of balance.
