It's worth noting that the last time this got brought up, Dair turned down promotion and expressed that he felt his character needed more training and development.

Thank you all for the votes of confidence, it means a great deal to me.
My master is indeed Corvus Raaf and she and I have discussed it. I wish to go through full trials with Dair, it would mean a great deal to him and I enjoy writing his emotional growth. He nearly broke down and cried when he finished building his saber, I have a feeling that his trials will be a great deal of character growth.
Dair wants the full treatment of becoming a Jedi Knight.
And yes, Dair is an entity that exists in my head...I don't necessarily decide what he wants.
I promise I'm not crazy.

I'm not surprised at all. I mean, the committee has to take roll, discuss the issue, sometimes adjourn for bathroom breaks, deliberate some more, vote on some nonsensical amendments, and then decide the actual issue.
