Yes, he was manipulated into suggesting the Chancellor be granted special powers right before the Clone Wars (literally, right before).

[member="Uri Aureleos"] I don't think so... Palpatine convinced Amidala that the existing chancellor was corrupt and couldn't save Naboo, so she sided with Palpatine and moved for a vote of no confidence in Chancellor Valorum. Jar Jar kind of just stood in the background.

I mean, still, it wasn't exactly his fault. Palpatine used everyone equally. Not really Jar Jar's fault. If it wasn't him it would have been Amidala, the same result would have happened.

This was the election of Palpatine to Supreme Chancellor and was basically put forth by Amidala, but now I remember Jar Jar voting to give him Supreme control in Ep III. (That's not in this video)
