However, though now the Tsis'Kaar have opened their doors to inductees beyond their usual remit, having accepted their position within the Imperial hierarchy, few forget what the organisation was before, those descended from the Sith Assassins, those that held a third of the power of the Order, those that committed treason to achieve their vision for the Sith.
Structure and Leadership:
The leader of the Tsis'Kaar is
Darth Malum of House Marr
, apprentice to
Darth Ophidia
. He inherited the tattered remains of the organisation after the Ouroboros Crisis, only to purge and rebuild it to a shadow of its former self and the premier foreign intelligence body of the Empire. He would defeat and kill
Darth Strosius
, his fellow apprentice, in a Kaggath, inheriting a riotous Inquisition which he folded back into the Tsis'Kaar. His titles are Lord of the Tsis'Kaar and Lord Inquisitor.
Below him are two positions, that though with great overlap theoretically specialise in the galactic and domestic realms respectively.
The Shadow's Hand, is Ansisa , an apprentice of Darth Malum, after achieving knighthood and using all which was taught to her, she rapidly rose the ranks of the Tsis'Kaar to take up position at her master's side. She has successfully maintained and expanded the hand of the Tsis'Kaar across the galaxy when her master has been absent.
The Grand Inquisitor, is vacant, a newly made position within the body, yet one with the potential for great power as the position which will hold one of the greatest claims to the domestic intelligence and security apparatuses within the Empire, already there are many high-ranking old and new Lords of the Tsis'Kaar that jockey for the position.
After these two positions come the ranking members of the Tsis'Kaar. Unique in its organisation, the Tsis'Kaar generally do not hold ranks in great esteem, with each member of the body either being ranking or not. Thus, very little hierarchy exists, beyond which bounds of respect and loyalty are forged. Thus comes the High Inquisitors those with the right to command other Tsis'Kaar for whatever need is necessary:

The goals of the Tsis'Kaar are on the surface simple, the maintenance and expansion of the Sith Empire's supremacy in intelligence and security in the galactic and domestic realms. However, there is much complexity in the actual prosecution of such an objective, along with much more underneath the surface.
1. The collection, collation and judgement of useful intelligence.
2. The elimination of any and all individuals and bodies that threaten the security of the Empire.
3. The recruitment, induction and training of newly found Tsis'Kaar agents into the organisation.
4. The spreading of the Tsis'Kaar's influence, and thus the Sith's influence across public and private means across the galaxy.
5. The maintaining of public order on planets within the Empire.
6. The guarding and protection of those considered important by the Tsis'Kaar.
However, the roots of the Tsis'Kaar run deep, and its ideologies and philosophies from whence before it became integrated into the Imperial bureaucracy still run if secretly deep, with rumours of congregations of true believers and old guard common enough amongst the organisation.

Operations and Influence:
As a composite organisation with a great legacy of embedment, the Tsis'Kaar have eyes across the empire, with agents serving from as low positions as informants going about their daily lives, to being armoured in the ways of old and wielding the weapons of the Sith to engage in direct combat. One can never be too certain if their actions are beyond the sight and ear of a Tsis'Kaar agent, while routine expeditions are launched across the Imperium and the wider galaxy for the snuffing out of threats to the Empire, or the collecting of items of importance. However, even as the Tsis'Kaar stress the importance of secrets and shadows, there are worlds within the Empire which are publicly very aligned with the organisation.

While of greatest galactic influence is the Tsis'Kaar infiltration of the Empire of the Lost, which has created the Fifth Wing, an organisation subservient to the Tsis'Kaar made up of both Tsis'Kaar and disaffected Imperials, which is working to overthrow the current Imperial government, and allowing for the annexation of the false Imperium into the true one.
Internal Dynamics:
There is much complexity that exists within the Tsis'Kaar, not only is its history and legacy vast, but so too has it gone through many iterations and reforms. Due to such things, though within the Imperial bureaucracy, it stands abreast of the usual expectations and traditions of the other Imperial ministries, such that it exists in parallel to them. There is much tension between many groups within the Tsis'Kaar, the old guard Tsis'Kaar who have served loyally since the reign of Darth Ophidia, and the Inquisitors who are cagey of their new leader after the death of the previous, while a whole new generation of agents who only consider the Tsis'Kaar as an avenue of intelligence and security are bewildered by a body that is steeped by seemingly alien customs, ideology and philosophy.
In many ways, the Tsis'Kaar is an Order all unto itself, a brotherhood, within another Order, another brotherhood, yet equally so it is a government ministry charged with the security and intelligence apparatus of the empire, these contradictions of both structure and individuals make for the Tsis'Kaar as one of the most intriguing bodies of the Empire.
Only added onto by the sphere of competition between all its agents. With very few ranks and very little hierarchy, agents of the Tsis'Kaar are both given utmost authority and very little, with it being their strength alone of character and skill which makes for an ability to achieve success beyond the legal powers they hold. Success brutal and efficient is all which is called for within the Tsis'Kaar, while loyalty, loyalty is how one rises to the confidence of its leadership. It is a complex dance, yet an altogether more rewarding one in the end.
History:
The Tsis'Kaar were created by Darth Ophidia, the Pale Assassin of the infamous Sith Assassins, though the exact date of its creation is a mystery to even its oldest membership, so steeped in legacy and history, some wonder if it had always existed in some form even if not formalised. However, when the Tsis'Kaar would publicly reveal themselves would be in the aftermath of Odavessa, wherein the Sith, the true Sith were almost destroyed by the ravages of the Jedi on one side, and that of the Worm Emperor on the other, it would be this moment which created an Order that was committed not only to the preservation of the Sith after all the Imperial failures, but also an Order committed to making certain the Sith would never again fall under the deprivations of leadership, philosophy and ideology which saw them brought so low.
Their influence spread across the galaxy like a withering flame, knowledge and intelligence drawn forth towards Fiviune, while Darth Ophidia with her apprentice, Darth Strosius were able to achieve a trilateral position of mutual annihilation with Darth Empyrean and Darth Carnifex that set the stage and structure for the Sith Triumvirate, the unification of political order and power under the rule of the three most powerful Sith of the age.
Such was the beginning of the high point of Tsis'Kaar power, which would only be increased with the removal of Darth Carnifex from the Triumvirate, the rise of Darth Empyrean onto the Imperial throne, and the positioning of Darth Ophidia as the power behind that throne.
Yet, it would be with a mysterious misstep that all would come crumbling down, as an act to eliminate the Eternalist and Kainite leadership went awry, both factions united against the Tsis'Kaar, leading to the removal and retreat from their positions on worlds such as Krayiss Two, and their inevitable defeat and destruction, as they withdrew to hold a last stand upon their headquarters at Fiviune. Such would be what would have occurred if it were not for the actions of Darth Ophidia's two apprentices, as a bloody battle occurred in orbit and on the surface, Darth Malum and Darth Strosius who had defected onto the Emperor's side would slay their mistress, withdrawing the Tsis'Kaar forces loyal to them ahead of time, and allowing the true loyalists of Ophidia to be annihilated.
The Tsis'Kaar were split in two, the assassins and spies held by Darth Malum while the Inquisition by Darth Strosius, while they purged the newly declared traitors within their ranks, both those that they had betrayed on Fiviune and those who had only recently been fighting the treason of the Tsis'Kaar viewed the two apprentices, as traitors to the Empire. All the while, they worked to rebuild from the calamities which had been undertaken.
Both would succeed in their own ways, the Inquisition holding a vice grip in the establishment of secuirty on newly conquered and core Sith worlds alike, while the Tsis'Kaar played key roles in the expansion and defence of the Empire against foreign threats. Both, despite the reputation of their leaders, sought to prove themselves loyal to the new order. Yet speaking of those leaders, even as co-apprentices, even as co-conspirators, tensions would finally erupt between the two, leading to a Kaggath that led to Darth Strosius' killing, and the rising of Darth Malum as leader of both the Tsis'Kaar and the Inquisition, merging them into the one organisation which would hold more power than the Tsis'Kaar had ever had.
