I have an alternative to Valik's idea that would still solve the dillema of people killing their character to get rare material, revive, wash, repeat.

Add an addendum to the Restricted Material list and requirements. Where death of a PC is concerned, one claim per character. Period. Doesn't matter if their name changes on an account, new face, new body; One character, one death, one claim.

In my eyes, your alternative is no different than the original proposal. What I see are proposals to control and regulate the deaths of characters. What I'm responding with is, and this is a definitive answer, there will be no rule or regulation concerning the death or revival of a character or characters.

This is, sadly, one battle that cannot be won.
