HISTORICAL INFORMATION
The Vylmiran Council was originally established as the governing body of Vylmria when it was recognized as a Miraluka colony world. Though a large portion of its history was lost to the Dark Period, the Vylmiran Council has remained largely unchanged since its creation, only altering its makeup to include the Viceroy position as a member of the Confederacy of Independent Systems.
Led by Voph Sitrdisa'yr beginning in the year 856 ABY, the Vylmiran Council changed their focus from leading an isolationist state, to creating a world offering safe haven and welcome to any who were unable to return home through whatever foul circumstances befell them. Pioneering a world of research and exploration, the Council seeks to expand the horizons of their own planet, and help lead the galaxy into a new age of prosperity.

- Hierarchy: High Councilor: The leader of the Vylmiran Council. Has the ability to make decisions on behalf of the entire Council. || Councilor: The standard rank within the Council. Some are elected, some positions are chosen by other members of the council. || Appointed Councilor: A councilor appointed by the existing Council to serve a specialized purpose, same authority as a traditional Councilor. || Viceroy: As a member nation in the Confederacy of Independent Systems, the Viceroy, if not an existing member of the council, is granted an honorary position on the Council to ensure the Confederacy standards are met.
- Membership: The Council has seven seats for each of the six regions, and the High Councilor. The six regions elect the councilor that shall represent them. These six in turn, elect a High Councilor. Additional positions can be chosen by the existing Council members as necessary. All councilors are appointed for a period of ten years, unless Conduct or Health require the Councilor step down.
- Climate: The Council works together for the betterment of the planet, and are willing to set aside personal opinions of each other to accomplish this. Overall, the Council is often formal (particularly while in session), but the quieter moments often tend to be more relaxed once out of the public eye.
- Reputation: As with any elected official, opinions will vary. For the most part, the Council is accepted, trusted, and well liked throughout Vylmira.

- Rules: The Council instills its own rule that Councilors should only hold their position for a maximum of ten years, and that any Councilor unanimously agreed upon as a detriment to the Council is to be removed from the Council. Beyond this, The Council is bound by all rules instituted by the CIS.
- Goals: The Vylmiran Council exists to oversee and guide the people of Vylmira, and lead them to further prosperity. The interests of Vylmira are the interests of the Council.
