Hmm that would be away of solving it, may be we could have some sort of medium faction status. Till we work out who was best, placed to become major.

What do you mean exactly? Minor shows, that a faction does not have much influence or doesn't control stuff, doesn't have armies or anything. Major faction, on the other hand, have power, influence, rule over planets, have military, do political stuff. There is no need for a 'medium' faction in my opinion.

say dominion threads allowed, so they can expand
invasion, but only on each other, but they can be invaded, by majors
this carry`s on till only, the one sith was still standing.
