The Mandalorian Empire is a group of Mandalorians as said previously who are getting back to the roots of what their people were all about. Raiding mercenaries who fight and invade other people for the pleasure of fighting, who fight for the highest bidder. If I'm correct as well they also get to the roots of being ruled by a Mandalore rather than a council like the United Clans. I'm not personally involved in Mandalorian politics so I might be wrong and they might have a Mandalore I don't know of.
