He's Doctor Rockso, the Rock and Roll Clown. He does cocaine, which has given him a sort of stutter when pronouncing the letter C which comes out as ku ku ku ku.

I.E: "Ku ku ku ku cocaine!"

He's from the TV show Metalocalypse.
