My 2 cents as a fellow Corellian writer. If he was exiled, simply come up with a reason that he was gone before the split IC(even if the character wasn't around OOC'ly at the time) and was later exiled, or simply have him be exiled before the event giving him a reason to have been off planet, and possibly unaware of the goings on. Once he learned of the fate of his once home, take a visit there and work the story from there.

After the Netherworld event, the planet Corellia was still habitable despite being broken in two. Even in a broken state your character would be able to go and visit or even live there.
That being said, the rule you're quoting is intended to bar people from utilizing superweapons or destroying planets/stars/moons outside of staff-approved events. This was a staff run event in early 2015 in which Tefka played Akala, the event's main antagonist, and part of the event resulted in the destruction of Corellia.

[member="Kurayami Bloodborn"] Yeah my character wasn't on world and exiled for certain reasons but it'd make sense for him to IC be like.....what....the...kark? when he finds out. I'm eyeing you @Joshua DragonsFlame.... Seriously though to everyone who responded to this post thanks a bunch cause I was just like wait......where'd Corellia go? Is Brokellia like a parody planet. Like dirt poor Corellian? the ones who didn't get famous like Han I was really confused. AND Everyone presented me with possible new allies and solutions so thanks ALL!
