Force-spawn required, as its name indicates, the usage of the Force. Even if one of the biological parents didn't need to be Force-sensitive, it still required midichlorian manipulation, as well as a feel for the genetic parameters of the resulting child. Now, one would say that Darth Vader was a product of that: it is still a topic of debate whether it was Plaugeis or the Force itself that initiated the process leading to Vader's birth. But having the child itself would be beneficial to one's mental health? From what she knew about it, Force-spawn was mostly used to create clones of Force-users, but, unlike cloning, it couldn't be used to mass-produce clones, due to the necessity of natural wombs and hence of a living mother, even a surrogate one (especially in the case where the original template is a dead person). Also it had to be used with Force-sensitives, which means that either proof of Force-sensitivity is required or, for those original templates who never took Force-sensitivity tests in their lives, such tests have to be administered to the original template. Luckily she kept the certificate of Force-sensitivity Cathul produced for those bureaucratic occasions where she needed a medical certificate of Force-sensitivity for some reason. As she would expect, the best Force-spawn clinics are expensive and often charge as much as nine months' worth of salary for an average Jedi padawan.
