The entire point of the exercise, it transpired, was not to buy the planet. That would be silly. Who (apart from Omega Pyre at Malastare) would suppose that apparently worthless content like a podrace could transfer planet ownership to a faction?
But to join a planet's most profound social tradition, blatantly cheat, throw one's weight around, play chicken with the government, and then drop a truly immense starfleet overhead? Yeah. That'd do it.
