The NPC Creation forum is for NPCs that will be used in events. That is why it was made.

sorry to make a tangent... what are the limitations on a minor faction?

Only a Major Faction has the resources necessary to role-play having a large fleet, army, etc.

does this mean a minor faction cant make a NPC fleet or army? or must it just not be a LARGE fleet or army?

They need a PC to captain every ship above 400 meters. So their size would be limited to the number of PCs they have.
