Description:
The Commenor Systems Alliance first started out as an dream, a galaxy not so heavily polluted in war, where governments could come together no matter their relationships and stand together upon neutral ground, to delve into diplomatic talks, to settle conflicts without the loss of good men and woman, without the invasion of armies taking the fight into cities filled with innocent lives soon to be taken by the will of men who had never armed themselves with a blaster rifle let alone put a bolt across into someone else. With the establishment of Embassies ranging from the likes of factions so different as First Order to the Silver Jedi Order, the CSA (Commenor Systems Alliance) has seen a number of organizations and governments who would for the most part be thought to oppose one another on the moral spectrum have flourished in their business dealings with the Trade World. Thanks to the promise of good quality trade supplies and the freedom and security to meet upon a world harboring a cease-fire policy, The CSA has set itself up to become the heart of Democracy in a galaxy rife with Chaos, War and Death.

Governed by the ruling Monarchs (Kay and Veiere Arenais) residing upon the capital of the Systems Alliance, Commenor itself; the King and Queen alongside the Commenori Government and neighboring World Leaders come together to meet regularly and discuss and debate the future investments, laws and policies of their government. With every world given a voice, every man woman and child under the Commenori banner is given a chance to live a prosperous and dignified life, with a people who genuinely care for the good of their worlds.

Commenor (The Planet/Capital) is the center of trade and diplomacy within the Rachuk Sector of the Colony Worlds situated upon three trade routes, (The Commenor Run, The Quellor Run and the Trellen Trade Route) reaching into the Core of the Galaxy. Within Commenor's Hex there are a number of worlds formerly of the Galactic Republic of whom now deal in business with the World of Trade, establishing supply lines to fuel the progression of systems no longer overseen by a larger presence in the sector. These trade routes are the life source and power of the CSA and contribute to the majority of it's earnings that their democratic bid for freedom and peace may go on into the future.

Peaceful in nature, the CSA is not a military power despite it's fleets and personal defenses; Trained and established in the pursuit to defend their people and vye for prosperity should aggressive parties come fourth with the intention to disregard all channels of diplomacy and force war onto their doorstep; The Supreme Chancellor would sooner see a pacifist attitude put to all related dealings within their worlds and it's people within their sector, this including their neighboring worlds of which range from the Order of the Sacred Lotus' territories, as well as the Mando'ade etc.

Should the need arise that the integrity of the CSA be challenged in a state of conflict, the Jedi Order reformed by Commenor's King has given his support, willing to move to the front lines under a just cause and seek to reroute any potential conflict, choosing instead to honor neutrality and negotiation in place of any further conflict or violence.. This intervention however is a last resort for the Systems Alliance, only to be taken with no other alternative as the King himself has made his intentions well known that he would remain outside of politics and his only involvement be for the good of the people, not those who would line their pockets with power.

It is a popular belief to those within and representing the CSA that while many other worlds may be quick to jump to arms and negate the proper channels for peace and continued security of peoples most innocent, that the Commenor Systems Alliance may lead by the example of democracy, Integrity for a greater future.

The Monarchy are the ruling Family residing over the Commenor Systems Alliance and responsible for all peoples military, government and civilian.
Minister of Defense: General Omar Santiago
Responsible for the security and defense of Commenor, the minister of defense presides over all military endeavors. With a number of embassies and governments visiting on a frequent basis, the matter of Commenor's security is of the utmost priority not only for its sake but the security of other Factions interests there too.
Minister of Finance and Trade: [member="Darben Skirae"]
Overseeing all matters of Commerce and Enterprise, this is a numbers crunching position and an extremely social endeavor to ensure that all parties of trade are progressing smoothly. Be that through trade agreements with neighboring worlds or within Commenor's organizations itself, the Minister of Trade is the one to thank for much of Commenor's wealth.
Minister of Foreign Affairs:
Delegating with Foreign parties whether for Civil Negotiations or otherwise in times of conflict resolution, this member of government carries with them the face of Commoner wherever they are to go. This position requires a empthetic and tolerant mind as they represent the ideals of the government, the integrity of a world focused on trade and diplomacy and are expected to prove this through their dealings with outside organizations and governing powers.

The Residing Official responsible for the consistence and the deliverance of law enforcement across the World of Commenor, collaborating with the other heads of court and law enforcement agencies across Commenori territories, the Minister of Justice has complete jurisdiction across all court proceedings ranging from War Crimes to Civil Injustices.

Charged with the Queen Monarch's security and protection, heading her personal security team as well as the overall safety of the Royal Palace and governing body of the World of Commenor, where the Minister of Defense oversees all military and defensive matters of politics, the Head of Security handles all internal priorities of safety, most often accompanying the Queen herself.

~CHARTER FOR THE COMMENOR SYSTEMS ALLIANCE~

¤Article 1. ADVISORS.
1.1 -Each world within the Commenor Systems Alliance is granted the right to put up a candidate for an ADVISOR to the High Queen and High King's Council.
1.2 -The term limit of the ADVISOR is decided by their world's government, and/or by the High Queen or High King.
1.2 (i) -A request can be made for an ADVISOR to be replaced to their planet's government, but it is up to that government on whether or not a removal will take place. It is up to the High Queen and High King.
1.3 -Each ADVISOR must attend meetings with the High Queen and/or High King when called upon. Failure to do so may result in the loss of that position.


¤Article 2. BILLS
2.1 -A BILL is a draft of a prposed legislation that may be created by any member of the ADVISORY COUNCIL to be discussed.
2.2 -Each ADVISOR has an umlimited amount of bills that they can propose during their term
2.3 -No more than 3 BILLS may be proposed in a single session.
2.4 -Once all aspects of a proposed BILL have been discussed, the High King and High Queen will decide on it's passage.
2.4 (i) -Should a BILL PASS, then it becomes LAW.
2.4 (ii) -Should a BILL FAIL, then the proposal is refused and cannot be reviewed again until 30 standard DAYS has passed.

¤Article 3. LAWS
3.1 -A LAW is the result of a BILL that has been APPROVED by the High Queen and High King.
3.2 -Amendments or additions to a LAW cannot be made until 60 standard DAYS has passed.
3.2 (i) -An amendment or addition to a LAW may be drafted and proposed by an ADVISOR in the same manner of a BILL.
3.3 (ii) -An amendment or addition to a LAW must then be APPROVED by the High Queen and High King.
3.3 (iii) -If PASSED, the amendment or addition to a LAW is immediately enacted.
3.3 (iv) -If it FAILS, the amendment or addition to a LAW is refused and cannot be reviewed until 30 standard DAYS have passed.


Commenor Systems Alliance is a neutral government that seeks peace through diplomacy and good relations within itself and with others, as opposed to war and oppression. It believes in equal opportunities for it's citizens and a well balanced life in both work and play. As such, the following Constitution has been drafted to reflect those values and to better serve the people in the territory of the Commenor Systems Alliance.
¤Article 1. Sentient Equality
1.1 - All sentient beings, no matter their race, religion or alignment will be treated equally in all forms, judicial or otherwise while in Commenor Systems Alliance territory.
1.2 - All sentient artificial lifeforms that deem themselves to be 'alive' will also be treated equally in all forms, judicial or otherwise while in Commenor Systems Alliance territory.

¤Article 2. Equal Prosperity
2.1 - Each planet in the Commenor Systems Alliance is different in environment, resources, population and economy. Therefore, should aid be required, i.e financial, food, construction, military, natural disasters, emergency relief, the Senate will grant it in the way that best suits the planet's needs as brought forth by that planet's government.
2.2 - Each citizen of planets within Commenor Systems Alliance territory wishing to further their skills via educational institutions and training programs will have equal access to those institutions and training programs on any of the planets within.
2.3 - Life is sacred and so is our health. As such, Universal Healthcare is provided for all citizens living within Commenor System Alliance territory from birth to death.
2.4 - Each planet within Commenor Systems Alliance has the right to do business or trade with anyone of their choosing provided that such activities do not deal with illegal activities such as slavery, or with prohibited items such as drugs and banned weaponry.

¤Article 3. Military
3.1 - Commenor Systems Alliance maintains it's own fleet and ground forces that protect the planets and citizens within from attack.
3.2 - Each planet within Commenor Systems Alliance has the right to choose whether or not to use their own planet's forces to protect themselves or to utilize the Commenor Systems Alliance fleets and ground forces as the circumstances call for it. Requests can be made via their government to any of the ADVISORS and/or to the High Queen and High King.
3.3 - The Commenor Systems Alliance fleets and ground forces are overseen by the HIGH COMMANDER. All within the fleets and ground forces report to the HIGH COMMANDER.
3.3 (i) - The HIGH COMMANDER is chosen by the High Queen and High King.
3.3 (ii) - The HIGH COMMANDER reports to the High Queen and High King before engaging in acts of war.
3.4 - Requests for military aid by any CSA planet are forwarded to the HIGH COMMANDER.

¤Article 4. Judicial
4.1 - Every citizen within the planets of the Commenor Systems Alliance shall be deemed innocent until proven guilty when charged with an offence.
4.2 - Depending on the nature of the offence, each citizen of Commenor Systems Alliance will face trial on the planet that the offence was committed.
4.2 (i) - If the offence was against the Commenor Systems Alliance itself, then a trial will be held in the Senate Hall. Such trials will be overseen by a judge appointed by the High Queen and High King.

OOC Background:

Commenor Systems Alliance (CSA) was originally founded as a Minor single planet based faction named "Commenor"; there a personal arc between two players (Veiere Arenais and Lady Kay) following the Galactic Republic's leave, set about to create a place where other Players could enter into with the knowledge that the story-line involved was a focus around co-operation with others no matter their faction backgrounds.

As Interest in the small minor faction gradually built up and we found ourselves with more members than we'd expected, Commenor set into motion a vote to go Major which passed unanimously. Within two months following this, we realized that change was inevitable and having succeeded in jumping from the control of one planet to two hexes, the Faction was dubbed "The Commenor Systems Alliance" as you see before you today.

In the absence of the Galactic Republic, our focus shifted to those former worlds which we had already had a great deal of experience role-playing around. A democratic establishment having been a long term goal, while Commenor had been led by a Monarchy, we soon found ourselves with the need of a Senate to priorities the fair play of all worlds within our cloud of influence.

Many outside factions have invested interest in the CSA since we began nearly a year ago now. While we always hoped to unite the Galactic Map in some almost impossible way, we never expected ourselves to be finding every Major Faction on the board interacting in some form of co-operation. Upon the world of Commenor, the factions capital are a number of embassies for which many of these factions have claimed giving them protected soil of their own upon the neutral world for which they might delegate with others. As a goal for Out of Character relations, we hoped that this would encourage mutual respect from Player to Player facing opposing sides of a conflict or diplomatic stand-off.

Today we continue to grow and move forward in progress, both expanding on our territories while seeking to involve ourselves with as many factions and groups outside of our influence as possible.
