I'm sure the people who were blown to bits in Arcadia, both civilians and rebels who were never given the opportunity to surrender after the arrival of the massive Remnant fleet over the town, were really grateful that it wouldn't have happened without high command's permission. Their death screams were actually, "don't worry, high command said it was okay to bombard us." I'm sure that the savage beating of captured rebel Alexander Nester constitutes honorable and merciful treatment. We've seen the truth: the Remnant is just as brutal as its predecessor.
