The Confederate Charter is the foundation upon which the Confederacy was built.
The following tenets form the basis for how the Government - known as the Viceroyalty- functions internally and externally. They also shed valuable light upon the governing roles available to the Player Base. If you are interested in claiming one of these positions, make certain to do so below!

I. The right autonomy is guaranteed. The Confederacy will never infringe upon a world's right to self-rule or self-govern - except in cases of extreme abuse of the native peoples or a verified absence of native peoples.
- In the case of extreme abuse, a planet will be declared a Territory. Its existing government will be removed by paramilitary means (see Minister of War below) and a new government installed by its Viceroy.
- Similarly, if a planet is devoid of sentient natives, it will be declared a Territory and its government will be formed by its Viceroy.
III. All worlds agree to appoint a single representative - known as a Viceroy - to serve as their representative within the Confederacy's governing body: the Viceroyalty.
- Viceroy candidates must be of legal age as defined by Confederate Law (18) and be in good standing upon the member world.
- Viceroys are permitted to serve a period of four years, after which they can be re-elected or replaced.
- There is no lifetime limit on consecutive terms of service.
- The elevation of Slavery to a capital offense.
- Paying a common tax, across all worlds, for the creation and maintenance of the military, as well as public services.
- All claims of corruption or abuse must be back by tangible evidence.
- All claims of corruption or abuse will be investigated, personally, by the Vicelord and the Knights Obsidian.
P O S I T I O N S
Vicelord is leader of the Viceroyalty and, by extension, represents the whole of the Confederacy. Their responsibilities are as follows:- Chief Diplomat: The Vicelord is authorized to form alliances and treaties on behalf of the Confederacy.
- Chief Justice: The Vicelord is authorized to conduct internal investigations. To this end, they command the whole of the Knights Obsidian.
- Chief Executive: The Vicelord is authorized to appoint individuals to Offices (outlined below) and can establish emergency, Executive Orders on behalf of all worlds.
- Commander-in-Chief: The Vicelord is authorized to lead the armed forces as its ranking officer.
- The Vicelord serves for a period of eight years. After which, they can be re-elected or replaced by vote of the Viceroyalty.
- All treaties or alliances are subject to review by the Viceroyalty and can be vetoed by unanimous vote.
- If evidence of corruption/abuse is presented, the Military oversees and conducts the internal investigation.
- Should an Executive Order breach the terms of the Charter, they can be overturned by unanimous vote of the Viceroyalty.
- Extension: Exarchs are literal continuations of the position of Vicelord. Each individual appointed to this role bears the same authority and balances of the nation's head; with the exception of also being subordinate to the Vicelord personally. At any given time, there can only be two Exarchs within the Confederacy, with each being subject to approval by the Viceroyalty.
- Management: Ministers are tasked with the provision of vital services to the whole of the Confederacy. To this end, they are empowered to utilize their funding in the way that best see fit. (For example, one Minister might emphasize the quality of state media whilst another might emphasize the synthesizing of medication.)
- Succession: In the event of the Vicelord's demise or removal from office, the Ministers are expected to fill the void until such time as a replacement is sworn into office. Under these circumstances do the Ministers work as one body to fulfill the duties of the Vicelord.
- Management: A Viceroy is authorized to allocate planetary funds at their discretion; typically to improve civilian life. For example, some may choose to build infrastructure, others may choose to focus on supplementing the military.
- Representation: A Viceroy is authorized to accept a variety of contracts or agreements on behalf of their world - so long as they do not jeopardize the national stance of the Confederacy. (i.e. A Viceroy can provide companies with contracts. A Viceroy cannot have any dealings with slaver organizations.)
- Militia: A Viceroy is authorized to build (and command) an autonomous militia for the defense of their world, complete with naval and civilian volunteers.
M I N I S T R I E S
Minister of Influence revolves around the management of diplomatic relations and state-sponsored media.- Diplomatic Relations: This individual is authorized to maintain diplomatic ties through the coordination of events, creation of embassies, and dispersal of diplomats.
- Media: This individual is authorized to create and manage a state-sponsored media source to disperse accurate accounts of current events to the nation.
- Commercial Relations: This individual is authorized to disperse sponsorships to corporations on behalf of the Confederacy. Also, this individual is responsible for ensuring that sponsored corporations regularly produce items exclusively for the nation.
- Civil Medicine: This individual is authorized to create a network of medical facilities across the nation.
- Research & Development: This individual is authorized to lead the creation of new technologies, weapons, vessels, etc. for the whole of the nation.
- Military: This individual is authorized to command and disperse the resources of the Confederacy's military might to address any and all adversaries.
- Reconnaissance: This individual is authorized to create a network of agents dedicated to collecting information domestically and internationally.
- Influence: This individual is authorized to promote Confederate interests abroad through aggressive, yet entirely covert, operations.
