They're bomb disposal suits. They have heavy padding for the bomb they're trying to dispose, in case it explodes.

I remember they protect you from small bombs. Big bombs still kill you if you are too close to the explosion.

Indeed. They protect you from things like IEDs and C-4, but not rockets or bombs dropped from planes.

How about the flak jackets? I still see soldiers in war movies falling when they get shot. What do the jackets do anyway?

Flak jackets are meant to provide protection from explosive weapons, such as anti-aircraft artillery, from case fragmentation (also called frag), grenades, and some pellets used in shotguns and mines. They supposedly strong enough to stop a 9mm bullet, but they won't stop anything more high velocity, like a sniper or machine gun round, for instance. Flak jackets are not bullet proof vests, though they are somewhat worthy of being called that for being able to stop a pistol round.
