It doesn't stop the PvP, it changes its terms, it's an environmental factor, like HK hiding in the ruins because he has cover and he can hide easily,
Same would be for me if we fought in a swamp, HK would start sinking into the marshy ground due to his weight and that would make fighting him easily because he wouldn't be able to use some of his abilities, like blocking telekinetic attacks.
Or in void HK would be at advantage because he has the equipment to move easily and he does not need to breath, so he could damage enemy's equipment to chock them out, giving him advantage.
You can still fight, there's nobody stopping you from that, it will just be harder to fight other players now than it was before, but consider that many Force using characters on OP side are affected by it too, Cira, Ayden, Mia, Kaida, to name a few, they would be easier to fight now than before since part of their arsenal, the Force, is not available to them.
