Imperius listened intently to the thoughts of the imperial. His concerns were valid, were insightful. Viewed from a humble and conscious mind they were giving the input expected and required, putting thoughts into motion that surely would arise in the Assembly.

"The matter of ensuring the competence of a Sith in the position falls to the Dark Council and Emperor. I am seeing to the ambiguity in the role of the Grand Moff, so that the position has furthest reaching authority and command in case the Dark Council seat is given to someone lacking aptitude. The pathetic "Rule of Two" comes into play as a check and balances. Either way they complement each other and ensure purpose, focus and unity in our military."

"Under current proposal, the Sith Troopers will make up a fraction of the standing armed forces. The PDFs are individually the largest but the Imperial Army will be by far outnumbering either. The service and an elevated position offer reward for service, making it desirable to serve. And giving those that breed without awareness of consequences a refuge for their bastards. Separation of service branches further can guarantee security for the Empire from warring warlords."

"As for the total mobilisation. The Sith Empire has abandoned slavery for an unexplainable reason and it requires reinstallment. Further, I have witnessed an entire society of grand scale being able to live with droid labor. A combination of the two plus those who are released from service, should provide a solid quantity of a working force."

"I compliment your choices for trials, though I have designated Eriadu as a more adequate testing ground. It has infrastructure and facilities in place, merely requires additional attention. It's location is the most important of the Outer Rim."

"And it ties with your other request. N&Z had shipyards there. If they can successfully transform the world into what we desire, it is their chance to prove their worth. But I will not give the Trade Federation a chance, I have seen what their overwhelming influence has done to the dependence of the New Imperial Order and it's Empire. There is a reason they were pushed out by the Dark Empire as well. Your ties to them are tragic, but will not impact this reform."

Darth Imperius seated himself, his hands tapping, not in a rhythm, on the table, barely audible. It was not a gesture of impatience or unrest, he was actually compiling some information and restructuring the text of the second part of the reform. It was a human notion that he sat down for it, very much a nod to his own origins and pre-uplinked self that dated back more than five? Six Sith Empires.

"As you probably have guessed - it is my intention to assume the role of the Dark Councillor of Military Command. But that will not happen without sufficient backing from the Assembly, military and from inside the Dark Council itself. My followers, the Ascendant Order, are preparing operations against our enemies and along our borders to cement that action stands above titles and personal relationships. We are not another faction, special philosophy or worshippers of godhood. We seek the unity of Sith Empire. Our pact can extend it's hand to you, if you and Polis Massa are willing to take it."

Reicher Vax sat in silence for a long moment, his expression unreadable beneath the dim ember glow of his visor. He did not speak, did not shift, did not even acknowledge Imperius' words immediately. Instead, he sat with the patience of a soldier accustomed to long watches and even longer campaigns, letting the weight of the proposal settle on his mind.

The offer was not without merit. He agreed with much of what Imperius had said—there was truth in the need for discipline, in the necessity of a strong guiding hand to maintain the unity of the Sith Empire. The ambition to secure the future of the Sith's military, to ensure that no incompetent warlord or corrupt aristocrat would ever undermine the legions he had bled with, was something he had long believed in. But it was not simply about ideals. There were realities that could not be ignored.

Finally, Reicher exhaled, the sound filtered through the modulation of his helmet as he leaned forward slightly, elbows resting against the table. When he spoke, his voice was calm, measured, yet carried the weight of a man who had seen too much war to make hasty decisions.

"You make compelling arguments, Darth Imperius. And I won't pretend that I disagree with them." His fingers drummed once against the table before stilling. "But you speak of assuming the position of Dark Councillor of Military Command, of restructuring the foundations of our Empire's war machine, and you ask for my backing. My men's backing."

A pause.

"My loyalty is not easily given, nor is it something I would barter away in haste. I do not serve a title, nor do I follow a man because of rhetoric alone. I serve because I have been given a future—Malum has given me and my Legionnaires that future. He has earned my loyalty, and I do not betray lightly."

There was no anger in his voice, only cold pragmatism. The Sith Empire had been built on betrayals, on the shifting tides of power. He knew that. It was a reality as old as the Order itself. But this was not a simple political maneuver—this was something far greater, something that could fracture everything they had built if handled without care.

"If this is a path I am to consider, it would require more than just my own judgment. It would require the judgment of my House. I am not alone in this decision, and I will not make it alone." He leaned back, his tone carrying an edge of finality. "
You will need to speak with Serina Calis. She will have to weigh this offer, as will the rest of the House. If we move, we move as one. Not as opportunists, not as idealists, but with certainty."

His visor tilted slightly, watching Imperius with the kind of silent scrutiny that only a warrior could give. "
If your vision is as sound as you claim, and if you truly seek unity rather than just another power shift, then you will understand why this step cannot be taken lightly."

He gave no immediate answer, no pledge of allegiance, nor an outright refusal. Only the truth as he saw it—duty, discipline, and careful calculation. If Imperius was as wise as he claimed to be, he would recognize that Reicher Vax was not a man to be swayed by promises alone. If this was to be considered, it would have to be earned.

"Loyalty to the one who broke one of the only rules his little group of stalkers had and now seeks reconciliation. A curious choice of sponsor, but given that this Empire does not promote or treat its imperials with any decency since they got scarred by the New Imperials, it is understandable."

"What is not understandable is why I should care for the opinion of a Jedi padawan suffering from delusions of grandeur. Why you would commit to the treason of continuing relationship with an enemy is beyond my comprehension and tolerance. I will not run after every last of your wayward relatives to convince them of my cause of action, especially not an adolescent brat who is affiliated with our enemy."

"You have the choice to to consider the offer or not, everything else I am not interested to hear about. Convince your house if our ideals align or they do not and I will move on."

He was not angry or upset, nor annoyed, his voice only rarely changed in tone and pace, always delivering everything exactly as he intended and with a certain slowness, highlighting that whatever he shared had a meaning. And this was the final time he allowed talks of Jedi to interrupt this conversation.
