Dunno about the shooting of the collar or not but if it concerns Break's post picking her up, my post before his did technically mention copying the deterrent system signals and transmitting them over the real ones, broadcasting a disarm. If he were to do that, unless he's cutting a solid state fuse or explosive medium itself, it would assume it's not armed or primed. As though it's just a collar without an occupant, in storage, etc.
I won't claim to know exactly how this system works, but presumably what Break did pretty much dumbed the explosive medium itself. No trigger, no boom.
