There aren't really any ships on the ground other than maybe privately owned ones. If there are, only the current owner may give you permission to do so.

Praz, is this correct? If so, you must allow the other side to bring allies as well. I won't be party to hypocritical activity of this nature. Tersen is not a TSO member and therefore shouldn't be allowed to participate according to negotiated rules.
