THE REPUBLIC ARMED FORCES REFORMATION ACT
Purpose: This bill shall reorganize and reform the Republic Armed Forces and clarify the branches, subgroups, and agencies of the Republic military in order to allow the Republic to more effectively protect its planets and constituents as well as pursue peace in the Galaxy. It is also to be noted that this legislation shall define the Jedi Order and its members as not an official part of the Republic Armed Forces / Military. This shall further the understanding that the Jedi of the Republic are not merely warriors, fighters, and combatants. Individual Jedi are permitted legally to join the Republic Military derived from individual choice.


Language of the Bill: Upon the passage of this legislation, the Republic Military / Armed Forces shall be organized into the Republic Army, the Republic Navy, and the Republic Judicial Forces. All branches of the Republic Armed Forces shall work together to service and protect the Republic as a whole through joint cooperation.

The Republic Army shall be the collective military ground forces of the Galactic Republic, divided into various subgroups of squad, platoon, company, battalion, brigade, and corps for the sake of organization. Use of these terms are hence encouraged for numerical purposes.
- Squad: shall consist of 8 to 12 infantry led by both a sergeant or a corporal.
- Platoon: shall consist of squads ranging from 25 to 40 led by a Lieutenant.
- Company: shall be formed of up of six platoons, consisting of up to 300 soldiers commanded by a Captain or a Major.
- Battalion: shall consist of up to five companies ranging from 300 to 1200 to be led by a Colonel.
- Brigade: shall range between 4 and 9 battalions to be led by a brigadier with its own headquarters unit with their mission roles involving large scale landing operations as well as raids and occupation with their command and control being directed from Navy vessels if present.
- Corps: shall consist of all forces present in the region and named after the planet which served as its headquarters. A general served as its leader, but corps may be assigned orders specifically by the Chancellor or the Senate. (example: The Coruscant Corps)

The Republic Navy shall be the standing military fleet used by the Galactic Republic, composed of the entirety of all starships, vessels, cruisers, destroyers, and every other space-faring vehicle purchased by the Republic for military purposes. For organiztion purposes, the Navy shall be composed of fleets. Fleets shall be capable of transporting Republic Army and Navy troops to coordinate ground operations, while maintaining space superiority around the targeted systems. A typical fleet shall also be capable of engaging in planetary and system-wide campaigns. Fleets can be named by a high ranking general, the Senate, or the Chancellor. The Republic Navy and its sub-groups shall respond to orders by the Chancellor and the Senate. The Republic Starfighter Corps is to be a branch underneath the Navy.
- Squadron: shall be composed of 10 to 16 starfighters plus support crews, and commanded by a Major.
- Wing: shall be composed of 6 to 10 squadrons, 60 to 160 starfighters plus support crews, and command by a commander or a Jedi General.
- Group: shall be composed of five wings, 300 to 800 starfighters plus support crews, and commanded by a High Commander or a High Jedi General.

The Judicial Forces shall fullfill the police and intelligence purposes along with civilian peace-keeping purposes of the Galactic Republic. The Judicial Forces are to be composed of the Senate Guard, the Galactic Intelligence Agency (G.I.A.), and the Republic Security Force.
- Senate Guard: shall protect senators, the Supreme Chancellor, and other ranking members and buildings of the Galactic Republic government. It shall also serve as a secondary police force for Coruscant in addition to the Coruscant Security Force.
- Galactic Intelligence Agency (G.I.A.): shall be the main intelligence organization of the Galactic Republic, and service the Galactic Replublic by employing various agents of espionage and security throughout both the Galaxy and the Republic itself.
- Republic Security Force - shall be the primary police force for the Galactic Republic under the Judicial Department to enforce civil laws. The security forces are named by the planet that it is servicing. Hence, the security force servicing Coruscant is known as the Coruscant Security Force.

The Jedi Order is not an official branch beneath the Republic Armed Forces. Individual Jedi are permitted legally to join the Republic Military derived from individual choice. Jedi holding Republic military commissions are to be primarily accountable to the Republic, and not to the Jedi Order, for disciplinary matters and war crimes investigations.

"Better equipping, funding, and organizing the Republic's military is a prerequisite for maintaining peace and security in the Galaxy." Senator Beswin announced as she sat on her cushioned seat, while people sat on her left and right. They were in Beswin's private conference room, a whole lot of people were crammed into the room that wanted to voice out their opinions regarding the current status and future plans for the Republic's military.

Being the chair of the Military Oversight Committee, she had been told that Alena and her committee was responsible for "overseeing the Judicial Forces, Coruscant's own planetary defense Forces as well as the Grand Army of the Republic." That being the case, Beswin was determined to formally organize and tidy the Republic's military so that the Republic could effectively defend its planets and their people.

"I think we can all admit that the military is not as organized as well as it can be. I believe that it is necessary for us to formally establish the branches, sub-groups, and agencies under the armed forces of the Republic. Suggestions and ideas for how the Grand Army of the Republic along with the entirety of its judicial forces ought to be divided up?" she asked. "Feel free to voice out your thoughts."
 
Kiskla had elected that this be a meeting she should be involved in. As the Councillor of Reconciliation it was her duty to make sure ties were comfortable with those outside The Order. The Republic and the Jedi were comfortable, but Kiskla wanted to make sure that the armies of The Republic would start pulling through as the gears of war began to churn.

For now, she would sit silently and only step in when the case was necessary. Her entire life she'd received training to think like a weapon, and now she could offer some insight. She didn't sit among the government however, instead stood near the window and kept her gaze on the skyline with an ear on the conversation.

Senator Alena Beswin of Kuat was a woman Persephone could talk business with. She embodied strength, assurance, competence, and a head for politics above and beyond that of their male counterparts.

We'll not mention that Persephone was the pure embodiment of a traditionalist Hapan society who believed men served a far better purpose outside of the senate halls.

The Hapan, with a nod of acknowledgement, cast in her first question, "Senator Persephone Callas, of Hapes," she introduced herself anew, having left the senate seat for a few months only to return.

"I admire the initiative to organize and consolidate our Republic Armed Force," she began, the regal voice of the Ducha flowing out to the rest of the senators. "There is no argument that the arm of the Republic has reached farther than this senate ever believed it could, so much that one might suggest that our Forces are strained. We have a multitude of fronts where we've only just recently placed under Republic control, if one could even call it that as they are still politics to be involved with cooperation from those local governments."

"Senator Beswin, what ideas might you have concerning this as well as that of the Republic Armed Forces organization. What vision do you have?" she asked.

Senator Beswin was glad to see that the senators and participants of her meeting were composed mainly of cool-headed, intelligent, and competent people that did not rush to rash-aggressive decisions. This was a good start, Alena thought. She had dreaded that people would not be very happy of her attempt to reorganize the Republic Armed Forces. The military at the moment was a jumbled mess, and it was a mess that some were not confident enough to try and organize. Alena, however, was ready to start organizing.

"Thank you, Senator Persephone Callas. By having a better organized military and thus a more efficient armed forces, I am confident that the Republic will be able to now be seen as a faction that can adequately defend its planets and constituents. Cooperation from local governments certainly will follow once we can show that our military has been reformed to be more capable. I do have a rough draft that I have prepared in advance. Perhaps we can take a look at that and see what could be improved and edited before it is put on the Senate floor for consideration."

With the click of a button, Alena turned on a projector at the end of the room, the rought draft for her military reformation bill then being projected onto a wall for everyone to review. The bill stated the following:

Kiskla regarded the draft of the bill presented. Senator Beswin had the insight to separate the Jedi and recognize them as entities, rather than war dogs. The very thing she had come to make sure was established. Further, the woman left the option for the Jedi to join the military should individuals see fit. Which was wise, considering even a Padawan had the potential to be more lethal than a sergeant in arms.

"If I may, Senator Beswin," The young blonde spoke, stepping forward as the sun from outside the window washed over her and made her but a silhouette "You have positions for the Jedi in leadership when it comes to the naval elements of the army. In the past, many Jedi have joined the forces. So that The Order is clear, should members choose to join the ground forces, where is it they would stand? Under the command of the ranking Republic soldier, or would they too be granted access to top of the hierarchy and perhaps be able to lead their own squad or platoon?"

Alena waited patiently for the people to voice out their thoughts regarding her draft. She politely listened to a blonde woman who appeared to be a Jedi inquire as to where the Jedi would stand in regards to positions in the armed forces should any choose to join the military.

"An excellent question, master Jedi. I would be happy to clarify for you. If a Jedi Padawan was to join the military, he/she would be equivalent to a sergeant, and allowed to lead or be part of a squad. In regards to Jedi Knights, they would equivalent to Captain or a Major, able to lead up to six platoons. Jedi Masters would be equivalent to generals, depending on his or her experience on the battle field." she informed.

Doc slammed his foot into the door, pimp-slapping a Senate guard when the guard tried to stop him from doing so. He pointed directly at the Jedi."MY NAME IS SERGEANT DOC AND I AM HERE TO EXPRESS MY OPINIONS."He marched inward, slamming his armored body into a seat. He bore daggers into the hearts and souls of the two, especially the Jedi. He tapped his fingers together.

"It's funny how you don't have even one person from the actual military here. See, the way I see it, the Jedi are a problem. The Jedi, should remain independent of the military of the Republic. And if they don't, what good are the Jedi then? Why not be a soldier? Jedi. Remain. Separate. Because if you do, the Jedi become even bigger bitches of the Republic, and more importantly, are basically just goons for the Republic. Leave that, to the actual military. Besides, Jedi shouldn't be involved like that. Jedi in a military way is bad for business."

Senator Beswin frowned slightly as the sergeant marched into the room to voice out his opinion. "First, Sergeant Doc, I do respect your opinion but I would strongly suggest you maintain civility. Civility, I would like to point out, would mean restraining oneself as much as possible from calling people rude names." she explained.

"Secondly, I did invite everyone in the military to come voice their opinions on this matter. As it happens so far, you are the only military officer to show up and speak. Regardless, I would like to hear more from you, sergeant. Please explain why Jedi being 'goons for the Republic' is bad." the senator inquired. Personally, Alena didn't care very much if Jedi were part of the military or not. The only reason it was included in her draft was because for choice's sake. Perhaps, the sergeant could persuade her to edit the draft.

"Jedi are destructive. Jedi, aren't soldiers. We don't need to use them like soldiers. It ain't right. I'm all for them helping out, but to them holding positions in the actual military ain't kosher toots. And *** your civility and your respect and all that, I got bigger things to worry about than what the hell some wonton-soup drinking Jedi and Senator that I don't give a feth about thinks of me, or anyone. See, we had Havoc squad, but we lost that. We had a good military, we had clones, but they all went kaputz because the Jedi kept comin' in and slicing and dicing. Hell, the Jedi have done most of the damn work for the Republic in the last long while!

The Jedi are war-mongers! They're not liberators, they're conquerors! They took over so many planets it's not even funny! A Jedi destroyed half of Metalorn and got a slap on the wrist and a shake of the head! If I did that, I'd have my head on a silver platter! Jedi are dangerous, they're reckless, they're war-mongering, and they're not exactly being the space-hippies that they should be."Doc leaned forward, and struck a match on his armor. Using that match, to light up a Shento cigar.

Oh boy, did it feel good to have a smoke break right about now.

"Very well, thank you for sharing your opinion with us, sergeant." Alena said. "Master Jedi, do you have anything to say in reply to what Sergeant Doc has just said?" she asked.
 
Seated among the politicians within the room Lord Theodosius Organa newly commissioned Senator of Alderaan had chosen at first to remain quiet. Calmly listening to the information being presented before making rash ill-informed chooses or comments.

He had started to find the presentation acceptable with plenty of room of civil conversation to help improve the bill. The meeting was going swimmingly until the interruption. Not really a interruption but more of a distasteful scene. He was certainly curious to see how Senator Beswin and Jedi Master Grayson would handle it. Theo had certainly started to form his own opinions and would soon be pleased to share them.
 
"Wise. We wouldn't want to offend hard-trained soldiers by making Padawans their officials." She simpered toward the senator at her explanation.

Then boom went the doc-omyte.

Kiskla was unaffected by @[member="Doc"]'s outburst. If she were so easily rattled, she wouldn't be very good at her job.

"The Jedi are willing to be less involved with The Republic's warfare, but Senator Beswin has provided the opportunity for options. The Order are guardians of The Republic we are so strongly tied to, I'm here to make sure that The Republic's military gets the options it deserves, as does The Order." Not to mention the primary reason The Republic had seen so much success as of late.

"Sergeant Doc," the blonde spoke, meeting his emotion-filled gaze with her own listless expression as she stepped forward. "The Jedi stepped forward to help organize and therefore lead initiatives in the past because The Army failed to recognize that need. Hopefully with the passing of this organization bill, yourself and your men will populate the ranks and man victories for The Republic.

The Jedi are not war dogs, but we are guardians. Some prefer to sip won-ton soup, whereas others prefer to fight by your side. Those that choose the latter, are likely just as skilled as your comrades especially when it comes to the type of enemies The Republic faces. Sith crawl through the ranks of many oppressors -- have your men trained to conquer the dark side? Do you have the weapons and capabilities? Perhaps that could be arranged. For the time being, the army's numbers are dwindling and the Order's are flourishing. Looking at these facts, it made sense for The Jedi's involvement and leadership.

If your men can't fight to maintain their positions, do they have the zeal it takes to protect The Republic?"

She wrinkled her nose at the flume of smoke that spiralled from before him. With a microscopic extension, the tips of his stress-reliever dwindled and were soon extinguished. "I understand you're on a verbal rampage, but still respect the buildings you work to protect.

Nevertheless, if your feelings are mutual among your comrades, The Jedi would still like to have the option to assist in liberation efforts. However, I believe your terms Senator Beswin, on experience as a qualification for a leadership rank are suiting."

"First of all, I fought that stupid Fringe dragon and Kitt Solo and I managed to do just fine on my own. Let's see here toots, if people get the idea that the Jedi are apart of the military, why the hell wouldn't you just make them IN the god-damn military then. Second of all, you ever question my zeal to the Republic again and I will make sure you have to have caps on every single one of those pearly white teeth o' yours."

Doc rudely lit his cigar again, ignoring Kiskla's previous disdain for it. He leaned back in his chair, staring at the Jedi Master.


"What exactly, does the Republic want with all these 'liberated planets'? Hm? I feel like we're a little too close to the Mandalorian borders, and I feel like everyone just wants a big blue-ass blob in the middle of the galaxy. Would that make you happy? Everyone all hunky-dorey in the Republic? Because let's pretend that the Jedi are a stable organization. Hion the flubber ass? Destroyed a majority of your temple, took a very powerful saber with him. Like I said before, Matsu Ike. Tracyn Ordo. Not saying that the military wouldn't be suspectible to traitors and douchebags, but you jerkwads have a TERRIBLE track record. Because you, YOU all created the Sith. See, the Sith are gone. For now. We don't need to liberate the planets. We don't need the Republic stepping on the door of every planet that doesn't belong to someone else or something else. That's not our style. The Republic is that- a democracy. And if people want to join, we let them. We don't go around waving peace in one hand, and a lightsaber in the other. You people make me sick, claiming to be peacemakers, but what peace have you really brought to the galaxy? Where are you, oh great Guardians of peace, when worlds burn and Sith hunt down artifacts?"Doc hatefully glared at the Jedi.

"You're all sick in the head, if you ask me. Sick, twisted, narcissistic, stuck-up, backwards weirdos who want nothing more than to have glory and whatever stupid armor or crystal you can get your grubby little hands on. And I think if every single one of you were to disappear and hide away in your temples for the rest of time, it'd be a lot better place. Jedi bring nothing but trouble to the galaxy. Always have. Always will. And you- you all working for the Republic? That won't change anything. That'll just make things worse."He tapped his armored chest.

"It's men like me. Men who aren't afraid to snap necks and fight for the Republic, as citizens. Not as a Jedi. Jedi have no place in the military. You aren't soldiers, you're something more. And you're far too dangerous to be considered soldiers. Because you'd be goons, you'd be weapons. But maybe you all have this sick fetish for being controlled and manipulate...."
 
"Ah yes, the battle at O'reen. A useful endeavour." She was being completely unserious. As for Doc's threat, she doubted he could meet it; she prided herself on being untouchable. The rest of his spouts were far to emotional to be dubbed as legitimate, had he delivered them in a more polished manner she perhaps would have entertained them.

"The Jedi have fought for The Republic for years. The liberations that have occurred were to reclaim a planet of history for The Republic, to relieve the hold of an Empire on an oppressed civilization, and to finish that empire. Other liberations were lead by your Republican people." To her, he sounded jealous as if he were about to be run out office by a bunch of individuals who were far more qualified than himself. She wouldn't react to him saying they had more opportunity to take over the galaxy, nor his belief they had a fetish for being manipulated.

His cigar extinguished again, and this time she manipulated the chemicals just a little further to make sure what had been scolding hot now exerted a more damp façade to discourage a positive reaction to being lit. There would simply be no reaction at all.

"The Jedi are as much civilians of The Republic as you and your men are, therefore there is equal opportunity to get involved to defend and act for it's branches."

Alena found this conversation between the Jedi Master and the sergeant to be quite interesting. However, the senator felt a bit more sympathetic towards the Jedi at the moment, perhaps due to the sergeant's rude behaviors.

"You do realize, sergeant, that in the status quo Jedi are part of the armed forces? Its been very jumbled up, and this bill is aimed to clear things up for the Republic. What particular part of this legislation do you have a problem with, sergeant? This legislation is about clarification, not about integration/banning Jedi from the military."

There were days Carn was glad he wasn't a senator. This was one of them. He had heard rumors of a bill separating Jedi from the military, and truth be told, it was something he welcomed. Afterall, Jedi were not soldiers to fling at battlements, but the near-mythical moral fibre of the Republic they all sought to protect. Still. He made a point of being at this meeting, yet had thus far kept himself to himself, largely out of self preservation - political debate did little for Carn's enthusiasm, or mental wellbeing. Things livened up a little with the arrival of the soldier. Again he found himself impressed with Kiskla's ability to verbally shut her opponent down, however the trooper had caught his attention. So, with a light wave of his hand from deep within his robes, Carn drew his datapad from his belt with the Force, and began to scan for further information on this boisterous sergeant...

Persephone gave a nod at Senator's Beswin's proposal, already showing a support for the Kuati's vision. Even the remarks by the Jedi Councilwoman Kiskla Grayson held a measure of reason.

This is why women should be at the forefront of the political agenda. This was only reinforced by the brutish arrival of the Republic Sergeant.

The disdain upon the Hapan's patrician features was clearly evident. More so after the male did not adhere to Senator's Beswin's requests of civility.

None the less, the Kuati was handling it well, and Persephone was more than willing to lend a voice of support should this continue to escalate.

Doc noted the hostility in the room. He responded by lighting yet another cigar, taking in a long, deep drag before coughing and throwing it at the senate guard he pimp-slapped earlier. Carn's research into the Sergeant, would find a plethora of petty and criminal offenses, ranging from attempted bribery, gambling, tax evasion, assault and battery, lewd behavior, public intoxication, public indeceny, a streaking incident during a Huttball game, a verbal assault on a teenage girl, and one count of piracy from watching a very naughty video.

Not exactly the model soldier, but the military record, was more than impressive. He had all sorts of commendations, but refused them all.

"Listen here you Jedi VIXEN OF THE NIGHT,If you EVER demean my soldiers, my brothers in arms actions at O'reen, where good men died like that again- I will personally get over there and show you why you should never leave the temple without your lightsaber. I don't want you to EVER in your life think about underplaying a battle. I lost comrades. Not everyone can be a plasma-sword wielding forcie, you know. We have an unfortunate habit of dying a little easier. And as far as that liberation crap goes, you can shove it. The last time that the Republic had it's greedy little hands in every planet that it deemed worthy, Palpatine came in and made you all look like god damn morons. And moreso, I'm seeing the Republic acting more like an Empire more and more. And as far as my beef with the bill, it's obvious..."He paused, leaning back in the chair he resided in.

No Jedi in the military. If you do that, the perception that the Jedi are war-mongers will become true."He snarled at Kiskla, obviously disgusted with how easily she brushed off Republic soldiers dying.

"Besides, ain't there some part of the code somewhere that the Jedi can't hold political positions?"

Alena was tempted to ask Sergeant Doc to leave, however, she decided it would rather be better to just clarify a few things for the sergeant. "This bill doesn't specifically encourage integration of Jedi into the military in any way. Rather, it gives the liberty of choice for the Jedi individuals to join. What exactly have the Jedi done, sergeant, to have their liberty stripped away? It seems as if the only difference you have pointed out between you and the Jedi was that your soldiers die easier. Really, from what you've said, it almost seems you wish to undermine the actions of the Republic as a whole. Regardless, just know that none of us here wish to demean you or your men in any way, sergeant. We're here to discuss how the military can better defend the Republic and its planets, not to call each other names."

Senator Beswin looked around the conference room. "Any more specific suggestions for modifying the proposed legislation, ladies and gentlemen?"
