And what he was referring to was the Staffs ability to demand that certain items and themes go through the Factory regardless. For instance, restricted materials and non-droid artificial intelligence.
The Factory is optional in that it wasn't created as a gateway or some production line whereby every item of your imagination is pressed into a Staff-approved mold and spit back out into the community for general consumption. It's not some catch-all security checkpoint for your creativity. Nor was it ever designed as such.
In point of fact. I've done dozens of threads and dungeons which included original and canon items that might otherwise be considered "over-powered" or "restricted" or "of questionable balance" in the common sense. Things such as: phrik staffs held by faceless guards, space stations that mined unknown metals of superior strength, battle cruisers owned by Major Factions that have no classification nor factory submission, sentient human replica droids with Force Sensitivity, etc. A list as endless as my own fan-fictional imagination. All of this without a single Factory submission and without a single complaint from the community. Why? 1. Because it's just a dumb game. 2. Because the items are fluff and unkeepable. And, 3. Because nobody cares.
The Factory remains, an optional experience. And, like me. You can do hundreds of threads across thousands of undocumented locations with billions of fantasy materials and never even once bother to grace it's doorway.
