The primary job of Project Clemency is a process known as "pardoning". Under the process, the brain of a human or near-human subject is surgically extracted. From there, it is outfitted with cybernetics designed to effectively neutralize any sort of personality or consciousness as well as restrict the ability to exercise free will. The result, the Hybrid Droid Processor, is an extremely powerful combat computer that has a marked performance advantage over the typical type-IV droid processor. These brains are then implanted into cyborg bodies, making up what is known as the "Penal Legion". These next-generation shock troops are a fearsome sight to behold on the battlefield, excellent killing machines.
Project Clemency is entirely mobile, and can deploy the Penal Legion as a fighting force on the battlefield to theoretically devastating effect, making it the longest arm of Imperial Law.

- Hierarchy: At the top of the command chain for the project is Adjudicator Amseth Typho. His board of advisors include Commodore Salina Pax, General Dexen Paesante and Doctor Sarna Nicabre. Beneath each member of the board is a separate chain of command depending on that member's expertise.
- Membership: Membership consists of roughly 150,000 members of the Penal Legion, 377,680 crew members on board the Square Hammer, and 25,330 crew members and troops in the escort fleet. Crew members and soldiers are specifically selected based on clean disciplinary record and commitment to secrecy. Any connections to the Inquisition are immediately disqualifying. Potential pardoning subjects are selected based on brain shape as well as violent/aggressive tendencies, with those awaiting execution being given priority.
- Influence: Carries the full power of the Imperial High Court, with ability to enforce Imperial law throughout the Empire.
- Climate: Surprisingly upbeat and positive given the horrific nature of the project. Everyone who isn't horrified by what's going on or already lobotomized feels really optimistic about the direction the project is going and the results. The general feeling is that the Emperor will be impressed by what the project has produced and promises to produce as time goes on, but the Inquisition will feel threatened by the Court's involvement in military affairs, posing a risk to the project. Thus, there's a strong emphasis on keeping the project under wraps until it can be unveiled.
- Reputation: The project is largely a secret, barring the participants, the Lord Ajudicator, and a few select Imperial Officers and officials. If anyone has serious reservations as to what's going on, they're not saying anything.
- Rules: Adhere to the codex at all times, unless it gets in the way of the mission. In that case, get Adjudicator approval first.
- Doctrines: Ruthless efficiency, an emphasis on innovation, strong adherence to the law, etc.
- Goals: To build a successful standing army that is loyal to The Court and will win the Emperor's favor.

Commodore Selina Pax- Fleet Commander (x)
Commodore Pax is the youngest member of Typho's cabinet, at only a prodigious 24 years old. A fresh graduate from the Academy on Bastion, she has a keen wit, a cunning mind, and an aptitude for problem-solving. Despite her age, her can-do attitude is infectious among the fleet, which, along with a respectful, level-headed approach to management, has made her quite the popular and beloved figure for the project. However, her youth combined with a relative lack of involvement in the project has made her the least important or valued member of the board, her opinions on all matters outside of her expertise being a mere formality.
General Dexen Paesante- Army Commander (x)
General Paesante is an aged veteran who has served the Sith for decades with an aptitude for both lightning-strike tactics and siege warfare. Wounded in battle, his life was saved by extensive cybernetics. With his cyborg implants improving his mental capacity and ability to coordinate troop movements he became an intense advocate of cyborg soldiers, which in turn lead to him becoming a founding member of Project Clemency alongside Doctor Nicabre. However, as a result of his wound and his enhancements, he's prone to chronic pain that requires non-stop painkiller injections and leaves him with a perpetually sour disposition. Likewise, his enhanced cognitive speed has made him sorely impatient. Delayed or impaired speech is unbearable for him. He oversees and commands the Penal Legion as well as the supporting soldiers of the escort group.
Doctor Sarna Nicabre- Chief Medical Officer (x)
Doctor Nicabre's career began at the Genesis Institute, where she studied the development of mutants and sithspawn. Upon discovery of the Tsudakyr, she began to question their performance compared to that of the standard droid. After witnessing the superior performance of the Tsudakyr in tests, she theorized that eventually, the monstrous sithspawn could be the foundation of a powerful automated force. She took her research with her to the New Frontiers Medical Institute and eventually founded Project Clemency. A ruthless and sadistic "mad scientist" in the classical sense, she values results and data over all else. Everything is expendable in pursuit of the ideal. She not only oversees the esoteric process of creating the Executioner-class Cyborgs, but also is head of research into new cybernetic shock troops for the project.
HISTORICAL INFORMATION
Project Clemency's origins lay in a chance meeting between Doctor Sarna Nicabre and General Dexen Paesante. The two expressed a mutual interest in cybernetics, and soon were convinced that cyborg soldiers could be the future of the Empire. They quickly drew up the plan for manufacturing a cyborg soldier and presented it to the Imperial Legion. While some elements were in approval, the Legion deemed the project too expensive and complicated, comparing it too a droid army. Following the more-expensive-than-hoped introduction of Dark Troopers, the Legion was content to prefer flesh over metal. Nicabre and Paesente's proposal was denied.
However, word found its way to Darth Amortem, the very wealthy Count Rand Typho. For reasons known only to him, Amortem agreed to help the two and get the project off the ground. Paying out of pocket with both credits and slaves. Amortem let Nicabre build a prototype cyborg in a cheap lab on his own private estate. After several months, a working version of what would become the Executioner-class cyborg was produced, using a slave brain as its central processor. With a working prototype and a powerful advocate, all the two had to do was find a willing government body.
Amortem, of course, steered them towards the Imperial High Court. The Court found itself with two problems. First, it was constantly bogged down with mundane elements of enforcing Imperial law, thus making them invisible in the eyes of any genuinely powerful individuals like the Emperor. Second, as the Empire expanded, there was a projected MAJOR uptick in prison intake, well over current capacity. Amortem, however, swooped in and alongside Nicabre and Paesante, convinced the High Adjudicator and such that this cybernetics program would solve both problems. It was agreed, and the Court, alongside sympathetic military officials, kickstarted what was ironically named "Project Clemency".
Currently the only result of Project Clemency is the Executioner-class Cyborg, which can only be produced on the Square Hammer. Still, the cyborg's evaluated effectiveness is incredibly promising, opening the door to future developments. The ultimate goal, according to Doctor Nicabre, will be to create cyborgs that can be effectively operated by Tsudakyr rather than extracted brains. Currently, she is experimenting on creating larger cyborg frames to accommodate the Tsudakyr, similar to that of the Imperial Shadow Droid.
Project Clemency has not yet formally revealed itself to the Empire at large. Instead, they are biding their time, building their strength and waiting for the appropriate time to do so...
