To answer your question - yes, that's exactly it. You start out as an apprentice-level character (Jedi Padawan, Sith Acolyte, etc) and eventually your master or the faction you're part of (if you choose to be part of one) may decide whether you've earned knighthood. In the event that you are without a master or faction but you've still role-played a bunch, you could contact a Role-play Judge (RPJ for short) and ask whether they think you're worthy.
