There was a miscommunication during the process of writing the rule that led to a misunderstanding about the requirements for transferring SSDs (in that we don't require the dominions to be provided, which should be clarified in the rules sometime in the future because it needs to be).

I've pulled your submissions out for re-review. They will not require additional dominions.
