The protests will still be there unless they give the whole system a major overhaul, as well as giving the content creators a super-majority of the profits. Reddit even crucified GabeN in his AMA and /r/PCMasterRace is still up in flames last I checked. The past protests at Valve's work, like the ones you mentioned for Left4Dead 2 cannot be compared to this, especially after they surrendered in under a week due to the community backlash.

It's not that damn simple. Especially with Skyrim where major mods are heavily reliant on each other.

The main driver for the backpedaling is the financials. As GabeN said, Valve is data driven. A vocal group's opinions aren't reliable data to base business decisions on. If they see people are supporting the idea with their money, they could care less about the words - as that's more indicative of something having true value.

If GabeN's numbers were correct, $10K for a couple days worth of the Paid Mod Workshop with the most heavily modded game is laughable. There weren't enough people that found Paid Mods of value enough to buy - at least not in the iteration Valve just attempted.

The numbers were so low PRECISELY because of the community backlash. What happened wasn't a fringe case of a certain group of people not liking the whole thing, the majority of people involved in any way with this were not fans of it or were not going to buy any mods. It's fair to say that the push back from the community, especially with their witch hunts and ostracizing for the people that sold themselves out for this, is a driving factor for the pitiful amount of money generated. Any iteration of this stuff that isn't "Content Creators get over 60% of the profits for any sales and there's a genuine 0 dollar and 0 cent buy option[Better known as a bloody donation button]", this will never work, especially with a game like Skyrim.

Plus, it's horrendous anti-consumer / anti-modder terms and conditions.
