Suggestion: Raise Personal Ship limits to 500m

I really don't want to open that can of worms. We should mention the following are not allowed as personal ships and include the nasties

An individual character may own a ship no larger than a 500m frigate. Cruisers and all Ships over 500 meters must be owned by a Faction (Major or Minor) or Company, and may be captained by the character, but in case of leaving will not go with them without exceptional circumstances and faction administrator approval.
