4.Institute Whammy Like Scenario for Invasions (ie. A Major Faction chooses to have it's objectives judged in an Invasion but all fluff added to judging comes with a price. Since they chose this, they automatically loose the Tension section)

Recently saw a minor faction activity check.

There seem to only be 8 minor factions that are active.

Maybe they do deserve a single hex on the map. I'd consider it.

Not that it's a debate, but the whole point of Minor vs. Major is whether your faction is big enough writer-wise to hold hexes on the map and participate in Faction War.
