As jedi are integrated into the Republic, being a padawan does not save you if you should try and "crush" the commander of the Republic Navy. Ultimately the RPJs make the decision... but it makes no sense when you think about it. How would being sensitive to the Force somehow make a person more resistant to an invisible force pushing against them?
