I'm a fan of the council approach myself - a mix of mediators makes more sense than having one solitary figure in charge while the Dark Lord is gone(temporarily or permanently, it matters not). Were we to do such, I'd suggest that an IC Sith Lord get paired up with one of the OOC faction admins, supporting their viewpoint as a part of the council to allow for OOC decisions on the faction's direction to flawlessly transition IC.
With an NPC, the reaction changes depending on who's running said NPC emperor at the time, and with a PC, well... having one person as the IC leader of a Sith faction seems to cause things to go tumbling down, more often than not. The One Sith's unorthodox IC leadership approach is one of the chief reasons the faction is still standing while all other Sith ones have fallen, imo.
